Mr. All was born in Columbia, SC, a son of Esther Scott All and the late William Richard All. A U.S. Navy veteran, Bill served during the Vietnam era. He was a customer service technician with over 40 years of service with Nokia Siemens, and was a commissioner of Recreation and Parks with the City of Greenville, NC. Bill loved astronomy, photography and especially amateur radio. He passed his enjoyment of amateur radio on to two generations of his family, as well as mentoring numerous amateur operators throughout the country.
Survivors include his wife, Susan; son, David All and wife, Shelly; sisters, Maxine (Larry) Williamson, Vivian (Michael) Krigline; his mother; granddaughters, Taylor, Angel and Isabella All; two nephews; and two nieces. ShivesFuneralHome.com 803.754.6290

Grandpa I love you and I'm sorry about the things that I said to you the last time that I saw you. I should of been nicer and more caring. But I was too selfish to care if I was mean. I didn't realize how quickly you could be taken from my life. You will be missed so much. I love you more then words can even say.! Again I'm sorry and I miss you. <3 I just wish that you were here! Bill was a kind and gentle man with an ever-present smile and chuckle. He had a unique sense of humor and loved his photography and astronomy and sharing it with others. I am deeply saddened by his passing and will miss his laugh.

The staff and Commissioners of the Greenville Recreation and Parks Department greatly appreciate all Bill did for our department and the people we serve. His efforts as a member of the Recreation and Parks Commission illustrated his belief that high quality recreation and parks facilities and services will have a highly positive impact on the communtiy, and he consistently visited our parks, programs and events both as a Commissioner and a photographer, always with a camera in hand and a good word for staff.
