Arnold “Arnie” L. Millsap
Arnie’s humble life began in Kootenai County, Idaho on July 6, 1937 to Earl and Josephine Millsap.
Arnie’s family moved to Humboldt County in 1953 where he graduated from Arcata High School in 1955.
He honorably served his country in the USMC (Semper Fi), U.S. Army, National Guard and Reserve from 1954 - 1962. His career as a Peace Officer began in 1966 as a Patrolman for the Eureka Police Department. He soon was promoted to Police Officer in 1967, Sergeant in 1972, and Captain in 1976. He was appointed as Chief of Police for Eureka on June 17, 1993 after serving for 28 years. His prior assignments included commander of Patrol, Traffic, Investigations, Administration, Personnel, Community Service, Fiscal Management and Acting Police Chief until his retirement on July 1, 2000.
His yearning for knowledge earned him a bachelor’s degree in Public Administration from the University of California at San Francisco, a bachelor’s degree in Criminal Justice from the University of California at Sacramento, and a degree in Police Science from College of the Redwoods. He is also a graduate of the 130th session of the FBI National Academy at Quantico, VA and Graduate Studies in Public Administration at San Francisco. In addition to learning Arnie loved to teach and served as a part-time instructor at the Redwood center Basic Police Academy and police Science Program from 1967 until his retirement.
Arnie believed with all his heart in his community and was involved in many different civic organizations such as the Marine League, Navy League, Masonic Lodge, Exchange Club of Eureka, to name a few. His belief that it took a village to raise a child was instrumental in his involvement with the Marine Corp Toys for Tots and after retiring he continued to give by helping to establish the Arnie Millsap/Friends of Zoe Barnum High School Scholarship Fund, administered by the Humboldt Area Foundation.
When he wasn’t traveling with his wife, Donna, to Idaho to pick huckleberries and visit Cousin Billy and family, one of his favorite pass times was Family Genealogy and it was with this tool that he discovered the correct spelling of his family name as Millsaps and he continued to assist family, friends and strangers alike in locating loved ones and compiling their family histories.
Many viewed Arnie as a man of the people, a presence in the community, an innovator, great communicator, story teller, facilitator, educated, humble, and dedicated but most importantly a friend to all and he will be sorely missed by all who knew him. He inspired the living to be good to their neighbors, strive for success and to keep hope alive.
Arnie is survived by his loving wife and best friend of 39 years Donna Marie Bacchetti Millsap, daughter Roxanne Nelson and husband Rick E. Nelson, sons John Millsap and Christopher Millsap, daughter Lisa St. John and fiancé Doyle Miller. Grandchildren, Shashone Nelson, Juanita Nelson, James Nelson, David Nelson, Myranda St. John, Amberrose Nelson and great granddaughter Tashaya Nelson. His brothers Harvey Millsap and wife Perky and Doug Millsap and wife Kathy. Niece Veronica Millsap, nephews Eric Millsap, Aaron Millsap, Mark Millsap and Kyle Millsap. His best friend and fellow Marine Bob Flower as well as other family members and close friends too numerous to mention.
He was preceded in death by his father Earl Martin Millsap, mother Josephine Mae Millsap, brother Johnny Millsap, grandparents Andrew and Nellie Millsap, Leveritte and Florence Lyon.
A memorial will be held in honor on Friday, August 14, 2009 at 11:00 am at the Faith Center, 1032 Bay Street, Eureka. Reception immediately following at the Adorni Center.
In lieu of flowers, donations can be made to Umpqua Bank Six River Detachment 655 MCL Arnie Millsap Memorial Fund Toys for Tots or the Arnie Millsap/Friends of Zoe Barnum High School Scholarship Fund, administered by the Humboldt Area Foundation.
