Richard C. Spaulding

Spaulding, Richard C. DELMAR Richard Cowles Spaulding, 83, went to be with the Lord on Thursday afternoon, February 4, 2010 at Albany Memorial Hospital. Rick was born July 7, 1926 in Hartford, Conn. to Almon and Frances Spaulding. He graduated from Amherst College with a bachelor's degree and received a master's degree in public administration from Wayne State. Rick honorably served his country as a first lieutenant in the Navy during World War II and the Korean War. He served as director of the Syracuse Governmental Research Bureau from 1955 to 1971 and deputy director of the Legislative Commission on Expenditure Review from 1971 to 1987. Rick was also past president of the Governmental Research Association. When he retired, Rick drove the Bethlehem Senior Transport van and volunteered with the Boy Scouts of America. He was also a collector of political items. The beloved husband of Marilyn for over 60 years, she predeceased Rick on November 8, 2009. Rick's brother, Whit, also predeceased him. Survivors include children, Susan Sposato of Syracuse and David M. Spaulding of Delmar; grandchildren, Johnny, Lisa and Melissa Sposato of Syracuse and Devin Spaulding of Delmar; and great-grandchildren, Michaela, Meadow, Arianna, Jayden and Tray of Syracuse. Rick was a loving and generous father and grandfather. He was a member of the First United Methodist Church of Delmar. Rick will be greatly missed and always in our hearts. A funeral service will be held at 10:00 a.m. on Monday, February 8, 2010 at the Applebee Funeral Home, 403 Kenwood Avenue, Delmar. Burial will be in Fairview Cemetery, West Hartford, Conn.
