She was born June 23, 1962, in Abington, Pennsylvania to Richard and Arlene (Brown) Notestine. She graduated from Mohawk High School in 1980 and attended Jacksonville Community Junior College. On September 18, 1987, she married the love of her life, Glen Dominique.

Scouting was a huge part of Tonya's life when her son Nicholas was growing up, and she was a Scoutmaster for St. Richard's for many years. Tonya's hobbies included attending the Homemaker's Camp of Northwest Ohio for the past 20 years, taking guitar lessons, collecting glass eggs, and crocheting many blankets. She also had a passion for butterflies and dolphins.
