Ray Joyce, CW5, US ARMY
October 9, 2025
Mr. James Otterness was a great man. He supported and believed in my potential to become a U.S. Army Warrants Officer and it changed my life. He was a retired Chief Warrant Officer 5 when he endorsed me. Less than 3% of all Army Warrant Officers will ever achieve that rank. Remarkable, indeed. The fact that he wrote it even while retired speaks volumes to his legacy that his name still rang loudly in the halls of Army senior leaders. That was in 2007. 17 years later, I also reached that remarkable achievement. I am Chief Warrant Officer 5 Ray Joyce and I am so very thankful for Mr. James believing in me. I wish I could shake his hand and hug him. With my deepest gratitude, honor, and respect I salute you, sir. Cheers to the Army, cheers to you, and cheers to a life well spent.

I remember Jim at the University of Arizona back in the 1970's when we had a Chinese class together. We also worked together at the UA Science library. He was a good friend. We lost contact over the years and I didn't know about his later illness. Rest in Peace, my friend!

There was a time when Jim and I jumped out of airplanes together. He was a fine man and an excellent soldier; we lost contact when we both moved on to assignments that sent us to some desolate places. Requiescat im pace, my friend. John
