MANGOLD, William J. Jr. MD, JD With deep sadness, the family of Dr. William J. Mangold, Jr. mourn his death which occurred November 27, 2016 in Tucson Arizona following a lengthy illness. Bill was born on March 21, 1943 in Columbus, Ohio. He was the eldest son of the late W. J. and Martha Mangold of Lockney, Texas. He received his M.D. from the University of Texas School of Medicine in San Antonio and his J.D. from the University of Texas Law School in Austin. Dr. Mangold's background includes having practiced Family practice with his father in Lockney, Texas. In Tucson he spent 15 years in the solo practice of Plastic and Reconstructive Surgery. After that he served as President and CEO of Mutual Insurance Company of Arizona (MICA). He subsequently served as the Contractor Medical Director for Medicare for Arizona and nine other western states. After retiring, he provided Consultation Services on Medicare coverage and payment issues, as well as Health Policy and Systems. Throughout his life Bill was actively involved in his profession and in civic endeavors. He served as President of the Arizona Medical Association and was actively involved in the American Medical Association (AMA) since 1969, including serving as an Arizona Delegate to the AMA for twenty years. He was on a number of Boards of Directors in the medical field, including the Arizona Medical Association, Arizona Medical Political Action Committee, Journal of Family Practice and the Pima County Medical Society. Bill was one of the group of students who originated Earth Day. Dr. Mangold gave more than two hundred presentations concerning Plastic and Reconstructive and Cosmetic Surgery, Patient Education, Insurance, Legislation, Medicare and National Health Trends. He had more than twenty-five articles published concerning Plastic Surgery and Medicine. Bill was very generous with his time and energy and served the community in a variety of positions, including as a Board Member of the Tucson Symphony, the Arizona Opera, the Arizona Repertory Singers and the Rogue Theatre. He also served as Chairman of the Board of the Tucson Chamber of Commerce and President of the Southern Arizona Roadrunners Club. He served on the Arizona Judicial Council and completed a five year term as a member of the Arizona Commission on Appellate Court Appointments, which provides nominations to the governor for appointments to those Courts. Bill was a lifelong fitness and sports devotee, having run over 26 marathons and ultra-marathons, as well as cycling in numerous long-distance bicycle races. Bill loved people and his charisma had you from "Hello", His compassionate heart and kind ways endeared him to all those he met. He was compelled to help many throughout his life's journey. His gentle spirit, vibrant personality and infectious laugh will be forever missed. Bill is survived by his wife of 32 years Carol of Tucson and his brothers Howard Mangold of San Antonio and Gary Mangold, MD and wife Brenda of Lockney and their children; his nieces, Allison Lee and Lauren Mangold of Saint Louis, Erin Mangold of Denton, Texas as well as his great-nephews, Hudson and Greyson Lee. "What we have once enjoyed, we can never lose. All that we love deeply becomes a part of us". Helen Keller's quote reflects how we can always remember Bill and his life. A Celebration of Life is planned at a future date. The family suggests that any donations be made in Bill's memory to the Rogue Theatre, 300 East University, Tucson, Arizona 85705.

I worked with Dr. Mangold as part of the Medicare policy committee, when he and I joined the team together in the late 1990's - forever ago. I still remember the picture he hung on his office wall with the rattle snake wrapped around the handle bars of his bike. He had that Texas charm, often saying "Ya'll", when speaking with the team on our conference calls, leaning back in his chair with his boots crossed on top of his desk. I still remember the NSX I joked about trading him for - but he had no interest in a sporty BMW, because Mercedes was his preference. I'm sorry for your loss, Carol, despite the delay in hearing of his passing. He spoke of you fondly, and left good memories with so many. May peace be yours always.

Carol, I just learned of Bill'passing. I am very saddened. The time that we spent together on the Alaska cruise was a highlight of my life. We had such a great time together. I hope that you are ok. I am saddened to learn of Bill's death. Our friendship goes back to our days at Texas Tech, where he was pursuing yet another graduate degree in health communication, and I was a reporter for The A-J, and then working for that same degree program. He influenced and inspired me greatly. I will forever remember his cowboy boots (he wore them in surgery!), and every time I say "howdy," I will continue to think of how I learned that from him. We both were fortunate enough to find our soul mates, and I share the grief his wife Carol must feel as I lost my Bill in November after 35 years of marriage. Blessing to all who loved Bill Mangold and mourn his loss.

Dr. Mangold's passing leaves sadness, but also a great deal of inspiration and wonderful memories. He was incredibly intelligent, kind and generous. I felt privileged to have worked with him on multiple patient issues with Medicare. He navigated the sea of bureaucracy and regulations, always with skill and grace and often with humor. He leaves behind an example to be admired and modeled by those who follow.

I was fortunate enough to serve as Bill's "boss" for a number of years in Medicare. He was undoubtedly far smarter than I and had no need for management, but to his well-mannered credit, he was always gracious and a joy to work with. What wonderful stories of medicine, physical journeys, political passions and bureaucratic frustrations. Whether out with colleagues or just one-on-one he was a fascinating dinner companion. I am sorry to hear of his passing.

Carol and family, I am deeply saddened to learn of Bill's loss. Bill and I worked together as fellow Medicare Contractor Medical Directors and fellow surgeons doing that type of work for Medicare and the healthcare system. We also kept in touch after I left Medicare and became a healthcare consultant. He was truly a special person and a special friend and source of inspiration in many ways to me. I will miss him greatly as I know many of his friends and colleagues will also.

My condolences to his family.

I've known Bill since my Tucson fellowship days in 1985 and later worked with him on the Medicare Carrier Advisor Committee and AMA RUC. He was deeply respected as a leader for many reasons, but mostly because he was so bright and approachable.

Bill was compassionate and a quick study able to reach broad consensus on complex issues with ease. His legacy is enhanced by the people he touched as a surgeon, lawyer and a major driver of health policy. He will be remembered and greatly missed.

I had the privilege of working with Bill on the RUC. In 2005, a new treatment for macular degeneration (the most common cause of blindness in adults) was developed involving injection of a drug into the eye. The problem was that it was an off label indication of the drug. Bill Rich and I explained the situation to Bill and he immediately recognized the need for coverage. He then convinced his colleagues in Medicare to cover this treatment. That decision has prevented blindness in tens of thousands of people and saved the federal government at least $20 billion. This was an incredible contribution and knowing Bill I am sure it is unknown to all but a few.

Dear Family of Dr. Mangold,
We are forever grateful to Dr. Mangold for the care he gave to our 4 year old daughter. She suffered a dog bite that resulted in her eyelid almost being torn off. At the time, we did not know if the injury had affected her vision, and fortunately it did not. When hearing of a child's need for a plastic surgeon at NW Medical Center, Dr. Mangold left the movie theatre with his wife to attend to our daughter. Her eyelid was expertly reattached with no negative issues. We are so grateful for his unselfishness, kindness and surgical skills. Our daughter is now 33 yrs. old and remembers him well to this day.
We will never forget your father, husband and family member for helping our daughter. Our condolences to you from all of us.
