Age 86 of St. Paul Died on April 11, 2014 Preceded in death by wives, Marie and Ardy; daughter, Mary. Survived by daughters, Linda Petri and Judy Davidson; son, Steven; grandchildren, Nicole (Anthony) Carter, Benjamin (Rishelle) Davidson, Andrew (Jennifer), Christine (Teddy) Jacobson, Valerie; 8 great grandchildren; sister, Pat (Charles) Stumpf. Funeral service at ARLINGTON HILLS LUTHERAN CHURCH, 1115 Greenbrier St., St. Paul on Wednesday April 16 at 11AM. Interment Union Cemetery. Visitation at the church on Wednesday from 10-11AM. Even though Pollys Coffee Cove closed permanently on September 30, 2017, we will always remember the special people that added to our uniqueness and never to be matched. Frank Van Horn the mayor at Polly County was remembered . Mr. Van Horn added so much to my shop. We will always miss you for your kind,humble and genuine spirit.

"Mayor" Frank Van Horn will always be a special part of Polly's Coffee Cove. Polly's Coffee Cove appointed Frank, "Mayor" because he acted like the best Mayor you could ever have with a special straw hat and his kind gentle voice. Mayor Van Horn loved life and was always respectful and polite to all who knew him. There will definitely be a large gap that will remain open at Polly's Coffee Cove. Our prayers are with Mayor Van Horn's family.

I first met Frank when he was taking care Marie and he and Marie mentored nursing students who were doing a service learning project with the Block Nurse Program. He was gentle kind man and had a good sense of humor. He once told me about driving on Payne Avenue and being stopped by youth in the middle of the street, and how he got them to move out of the way by roaring the motor, which caught them off guard.
Condolences to Frank's family and friends from the staff and volunteers of the Payne-Phalen LAH/Block Nurse Program.
