Manchester - William E. Arnold, 92, of Manchester, passed away peacefully at home surrounded by his loving family on Feb. 17, 2013.

He was born in North Leominster, Mass., on Sept. 29, 1920, the son of Raymond J. and Muriel (Armstrong) Arnold.

Following high school graduation, Bill attended the University of Massachusetts, earning a B.S. in 1943.

He served from 1943 to 1946 in the U.S. Army Air Corps, stationed in the South Pacific in the Asiatic Pacific Theater.

Bill was joined in marriage with Barbara "Bobbi" E. Smith on Dec. 5, 1946.

From 1960 to 1966, Bill was the public health officer in Keene. From 1966 to 1986, he was the director of the Manchester Health Department, where he was known for his progressive and innovative ideas.

Bill was a past president of the New England Public Health Association. A longtime member of Grace Episcopal Church, he was active in the Diocese of New Hampshire and in the Episcopal Province of New England.

Bill and his wife, Bobbi, were active in the Republican Party, hosting campaigning events poolside at their Pickering Street residence.

His passion was his family. He enjoyed boating, camping, back yard barbecues and the theater and travel.

He is survived by his loving wife of 66 years, Bobbi; three children, Jeffrey Arnold and his wife, Susan, of Londonderry, Gayle Santa and her husband, Michael, of Candia, and Christopher Arnold and his wife, Linda, of Grantham; a daughter-in-law, Helen Arnold of Manchester; nine grandchildren; and nine great-grandchildren. He was preceded in death by a son, Wynn Arnold, in 2008.

services: Calling hours will be held from 4 to 7 p.m. today in Goodwin Funeral Home, 607 Chestnut St., Manchester. The funeral service will begin at 10 a.m. on Saturday, Feb. 23, at Grace Episcopal Church, 106 Lowell St., Manchester.
