Joe spent his early childhood in Tulsa, Oklahoma. He moved to La Jolla, CA in 1954. As a young man growing up in La Jolla, Joe was asked to serve as a consultant for the newly opening Sea World in San Diego and Scripps Institute of Oceanography, due to his vast knowledge of fresh water fish.
