Troy Dean Fox, "Dean" May 17, 1950 - October 21, 2012 Troy Dean Fox was born on May 17, 1950 in Lindsay, CA to Richard and Evelyn Fox and passed away from complications due to prostate cancer on Sunday, October 21, 2012, in Merced, CA at the age of 62. Troy grew up with one sister and two brothers on a citrus ranch between Lindsay and Strathmore. His accomplishments started at a young age. Also known as Dean by his family, Troy received the American Legion School award as an 8th grade graduate of Strathmore Elementary School in 1964 and again in 1968 as a graduate of Strathmore Union High School. He was chosen to attend California Boy's State at the end of his junior year in high school and was the Elks Club Youth Leadership Award winner as a senior. In addition, his fellow students voted him as Most Likely to Succeed. Troy participated in multiple sports and was involved in Spartan Knights, a high school program for accomplished athletes and in various student body activities including class plays. He was in Boy Scouts of America and became an Eagle Scout in 1967. He hiked many trails throughout the Sierra Nevada Mountains and climbed Mt. Whitney three times as a teenager which was truly remarkable in itself, given the fact that he endured constant pain throughout his life from spinal scoliosis. After high school, Troy attended the College of Sequoias in Visalia, CA, where he was elected Freshman Class President and started dating his future wife, Barbara Charlebois. He transferred to Fresno State University where he graduated with a B.A. Degree in Psychology in 1973. Troy and Barbara were married on June 19th, 1971 and lived in Fresno while they completed their degree programs. In 1972, Troy started in his chosen career field as a part time counselor with at-risk youth for Fresno FACTS Foundation, Inc. at The Firehouse Youth Drop-In Center and quickly rose through the ranks to become the Executive Director. He left Fresno to become the Executive Director of the Tulare County Alcoholism Council in Visalia, CA, in the summer of 1975. Tulare County soon created its own substance abuse services program and Troy was chosen to be the Substance Abuse Coordinator in October of 1975. In July, 1976, he became the Tulare County Alcohol Program Administrator. Troy and Barbara welcomed their first child, Kara, in September 1979, and their second child, Brett, in June 1981. He moved his family to Sanger, CA and took over the position of Fresno County Alcohol Program Administrator in November, 1981. In June, 1983, the family moved north to Merced, CA, when he became Merced County's Alcohol and Drug Program Coordinator. He was promoted several times, serving as Deputy Director and then Assistant Director of Mental Health where he was in charge of alcohol and drug treatment program services for many years. During his tenure with Merced County, he completed his Master's Degree in Public Administration with an emphasis in Administrative Organization and Management at Golden Gate University in 1989. In May, 2000, he was appointed Acting Mental Health Director and then Director the following year. He served as Director until his retirement in September, 2007. In addition to work and family obligations, Troy worked tirelessly with Merced High School Marching 100 Band Boosters for six years transporting band equipment, calling Bingo, cooking meals, making field show props, and chaperoning band students during their trips to competitions throughout California. Troy was involved in Optimist Club of Visalia and Merced over the years. He served as President of two clubs, and as a District Lt. Governor. He was also the recipient of the District Optimist of the Year while involved with the Visalia Club. His favorite activities included golf, gardening, collecting vintage political campaign pins, cooking, watching sports, cooking shows on TV, and playing poker with his buddies. Survivors include his wife, Barbara of Merced, CA; daughter, Kara Lamm (Chris) of Los Angeles, CA; son, Brett of Merced, CA; mother, Evelyn Fox of Bakersfield, CA; sister, Teresa Hylton of Visalia, CA; brothers, Alan Fox (Linda) of Bakersfield, CA and Richard Fox Jr. (Susie) of Enid, OK; plus many nieces, nephews and cousins. He leaves behind a legacy of hard work, dedication to his craft, and enduring loyalty to his friends. Because he felt tomorrow's future rested with today's youth, he requested any donation on his behalf be sent to Merced Marching 100 Band Boosters, c/o MM100, P.O. Box 2449, Merced, CA 95344. A memorial service will be held at a later date. Arrangements are under the direction of Stratford Evans Merced Funeral Home.
