EDWARD CHOW Obituary



CHOW EDWARD CHOW, JR. Died peacefully at home July 22, 2016 of pancreatic cancer. Born in New York City and raised in Seattle, WA. Following graduation from Seattle University, he was commissioned a second lieutenant in the US Army; served in Germany and then volunteered for service in Vietnam where he served as a Captain and was awarded the Bronze Star. He credits many of his accomplishments to the training and guidance he received from his parents, Ruby and Shu Ping Chow, and to four Colonels and a number of very good Sergeants who taught him discipline, leadership, the value of loyalty and organizational skills. Following his military service, he was registered with the New York Stock Exchange and worked in the securities industry as a portfolio manager and investment advisor. He successfully ran private businesses, first a family owned venture and later was a self-employed business consultant. He served as a Cabinet official in Washington State where he managed the state''s response to natural and other disasters including the Mount St. Helens eruption. He was City Administrator for the City of Kent, WA from 1989 - 1992 and then was appointed as Deputy Assistant Secretary for Policy at the US Department of Veterans Affairs in 1993. He retired from DVA in 2001. From 2007 - 2009, he was Director of Programs for the Asian Pacific American Institute for Congressional Studies. He most recently was Maryland Secretary of Veterans Affairs, 2009 - 2015. Ed was active in advocating for veterans for over 30 years. He served as Washington State President of Vietnam Veterans of America (VVA) in the 1980''s and on the VVA National Board of Directors. In 2001 he was elected National Vice President of VVA and re-elected in 2003. From 2006 to 2009 he was President of the VVA Maryland State Council. In addition to VVA, he was a member of the American Legion, AMVETS, Disabled American Veterans, Hispanic War Veterans, Japanese American Veterans Association, and Veterans of Foreign Wars and received the Legion of Honor Award from the Chapel of Four Chaplains in 2000. A longtime member of the American Contract Bridge League, he became a Gold Life Master in 2015. He is survived by his life partner, Sara McVicker; son, Dr. Ward K. Chow (Cynthia) of Spokane and Seattle, WA; daughter, Dr. Elizabeth Chow (Dr. Aaron Smuckler) of Pittsburgh, PA; five grandsons and a granddaughter; and brothers, Shelton, Brien and Mark of Seattle. A Celebration of Life will be held at a later date. Interment at Arlington National Cemetery. I knew Ed from the Vietnan Wall Wash with the Vietnam Veterans of America. I cannot tell you how saddened I am to hear of his passing. Ed was very to me personally. He taught me about being a leader. RIP Friend.

I worked with Ed on many different presidential campaigns. He was a great Democrat and a fellow Vietnam vet who never forgot how to advocate for his fellow veterans through the Democratic Party. May he rest in peace and his family find comfort at this difficult time.

It was an honor and gift to be Ed's first friend in DC, as he was a proud and private men. His love of Sara, his children, grandchildren and daughter/son in-law was unwavering as was his love of politics. His humble leadership was so strong and many times not recognized, yet his impact to help veterans and young folks was well acknowledged. With the many talks and adventures we shared, I know "loving Sara is the easiest thing in my life" and his pride in Elizabeth's and Ward's accomplishments were constant topics of discussion, as well as politics. I know he is in heaven enjoying his three last wishes were accomplished: to stay in politics as long as he could, not be in pain and to not die alone. Sara, Elizabeth and Ward - you made that a reality for him. Thank you Sara for our joint lovely conversations in your room with Ed filled with fun and laughter. Ed Chow's legacy will continue in each of you, as well as me. He was one of the great gifts in my life.

I met Ed Chow when he was Maryland's Secretary of Veterans Affairs. I soon learned of his passion for helping Veterans and Asian-Americans, and of his service to both over the years. My deep condolences to Sara and Ed's family. Am glad I was able to meet again with and talk with Ed shortly before he left us. He is an inspiration to fellow citizens, veterans, and Asian-Americans.

My deepest condolences to the family of Edward Chow. I covered many stories about Ed when I was a journalist of World Journal. I remembered the first joke he told to me, about "PaMa Foundation" and his two excellent children who both got doctoral degrees. Ed and I became friends even though we had an age gap of decades. He was an extremely friendly, encouraging and inspiring person for young people. I'll always remember you, Ed.

Sara, You know how much Ed's friendship meant to me...He was a great friend and a great teacher....I heard stories from him that were unforgettable....
You have been his rock through the years --He called me a couple of months ago and told me special tings he wanted to do for you, praising you and giving me details of his plans when he passed...
