William Henry Carter
William Henry Carter, 77, of Gaithersburg, MD, died on June 21, 2017, at Holy Cross Hospital in Germantown, MD, after a long battle with cancer. Born and raised in Westminster, MD, he was the son of the late Carrie Hiltabridle Carter. He graduated from Johns Hopkins University and the University of MD School of Law. He retired as a Senior Special Counsel from the U.S. Securities and Exchange Commission in Washington, DC, where he worked for 30 years. He is survived by his two daughters, Sally Hart Hunt and Carolyn Carter Stow; three grandchildren, Matthew, Thomas and Avery Hunt; cousins, Rita Patterson and Wayne Blauvelt; devoted friend, Adelaide McCallum; and many other family and friends. A memorial will be held at the Guild Memorial Chapel, Asbury Methodist Village, Gaithersburg, MD, on June 30 at 11 a.m. Interment will be at the St. Matthews Church Cemetery, Pleasant Valley, MD at a later date. In lieu of flowers, donations may be made to the American Cancer Society at www.cancer.org.www.DeVolFuneralHome.com

Bill was the consummate securities lawyer, working for the SEC for many years. I recall as a young lawyer, Bill gave us inspiration, recognizing that we all had the potential to succeed in Washington, even though many of us came from a variety of small towns across America. I wish the very best to his family and to others now starting out, who will, with some hope, will find mentors like Bill to guide them through the paths necessary to become competent counsels, the way Bill did for us.
