CHRIS B. PASCAL

PASCAL CHRIS B. PASCAL (Age 66) Passed away on March 24, 2016 at Arden Courts of Potomac after a lengthy illness. He was born in Pittsburgh, Pennsylvania on September 23, 1949 to Steffie and Dr. Gerald R. Pascal. He received his Bachelor''s degree from Auburn University in 1971, his Juris Doctor degree from Duke University, and spent two additional years on a postdoctoral fellowship in Law and Psychology at the Psychiatry Department of Duke University Medical School. In 1977 Chris became a staff attorney in the Office of General Counsel in the U.S. Department of Health and Human Services. In 1982 he served as Chief Counsel of the Alcohol, Drug Abuse and Mental Health Administration where he remained for ten years. During this time he worked on legal issues involving drug abuse and mental health, confidentiality of patient records, employee drug testing and biotechnology patent issues. Chris also assisted with legal issues involving scientific misconduct in matters handled by the Office of Scientific Integrity which later became the Office of Research Integrity (ORI). While directing a staff of attorneys assigned to ORI Chris provided legal advice on federal regulations and policies as well as institutional sanctions. In 1996 Chris was asked to become the Acting Director of ORI, a position he held until 2000 when he was made the permanent Director of ORI, a position in which he remained until his retirement in 2009. Chris was not only an able administrator and interpreter of federal policy but he was also a scholar. He promoted ORI in frequent talks to a wide variety of local, national, and international audiences and wrote numerous articles on research integrity, scientific misconduct, responsible conduct of research, and ORI''s role in helping to ensure public trust in the scientific endeavor. He is survived by his wife Karen of 42 years and his daughter, Lisa.
