Kenneth Harkins Obituary



HARKINS KENNETH R. HARKINS On Thursday, October 8, 2009 Kenneth R. Harkins of Arlington, VA. He was born in Cadiz, OH in 1921, graduated from Ohio State University in 1943 and served in the U.S. Army during World War II. He received his law degree from Ohio State in 1949, then moved to the Washington area to work for the Housing and Home Finance Agency. His early career included working in the Antitrust Division of the U.S. Justice Department, and as staff member to Congressman Emanuel Celler (D-NY). In 1971 he was appointed to the U.S. Claims Court, where he served as Trial Judge until his retirement in 2000. He is survived by his wife of 66 years, Helen M. Harkins; his two children, M. Elaine Harkins of Denver, CO and Richard Harkins of Vienna, VA, and three granddaughters. An Open House will be held on Sunday, October 11 from 2 to 5 p.m. at the home of Richard and Judy Harkins, 1305 Colvin Forest Dr., Vienna, VA 22182. Memorial contributions may be made to the D.C. Bar Pro Bono Program ( www.dcbar.org ) or the Alzheimer''s Association ( www.alz.org ).
