Lydia E. Koutze was born in Ixelles, Belgium on September 11, 1948. She graduated from St. Cecilia Academy in Washington, DC. She was a woman of many achievements in multiple fields such as writing and scholarly research both in the government and in private enterprises. She was the Executive Director of KHI Services in Rockville, Maryland for over a decade. She also worked with the Community Services Board's Woodburn Center for Community Mental Health, the Council for International Exchange of Scholars (The Fulbright Exchange Program) for the American Council of Education, and National Academy of Sciences. She had a strong commitment to her family and believed that love and friendship were the most important things in life. She leaves behind two sisters, Jeanine Flaherty of Gettysburg, PA and Helene A. Conge of Falls Church, VA; one brother, John C. Koutze of Falls Church; and aunt, Jeanine Jurewicz of Stafford, VA; three nephews, Patrick Flaherty of Belgium, Tony Conge of Arlington, VA and Andre Koutze of Falls Church; four nieces, Christine Flaherty of New York, Evelyn Flaherty of Gettysburg, PA, Kathleen Flaherty of Washington, DC, Lisa M. Turcios of Arlington.
A visitation will be held on Saturday, November 17 from 12:30 p.m. until time of memorial service, 1:30 p.m. at FORT LINCOLN FUNERAL HOME, 3401 Bladensburg Rd., Brentwood, MD. In lieu of flowers, donations may be made in her honor to The Washington National Opera, The John F. Kennedy Center for The Performing Arts, 2700 F Street N.W., Washington, DC 20566.
