CHARLES WILLIAM TAYLER (Age 90)  "Bill"  
On December 3, 2017, at Ingleside at Rock Creek, in Washington, DC. Beloved father of Jeffrey and Susan; older brother of Isabel Hartwell of Roslyn Heights, New York; longtime companion of Mary Dent Crisp (deceased in 2007); former husband of Gail Anthony Tayler (deceased in 2005). A native of Buffalo, New York, Bill was a graduate of the University of Rochester and Harvard Law School. In World War II, he served with Patton's Third Army as a combat engineer and machine-gun crew chief, and experienced the defeat and surrender of Hitler's Third Reich. He was honorably discharged in February 1946. Following the war, after finishing Harvard Law School, he moved to Washington, DC, where he enjoyed a long and illustrious career as an attorney with Sachs, Greenbaum and Tayler, and later with Whiteford, Taylor and Preston. Bill was an avid squash and tennis player and fitness buff, and was an aficionado of the Glenn Miller Band. For his steadfast love, integrity, and sound judgment, he will be greatly missed by his children, his sister, his daughter-in-law and his friends. A private family service will be offered on Saturday.

Bill was a champion of the District's market-rate cooperative housing community. Recognizing the importance to the cooperative housing community to speak in a single voice and maintain the ability to respond quickly and knowledgeably on matters affecting housing cooperatives, Bill organized the DC Cooperative Housing Coalition.

Bill led the Coalition's efforts toward the passage of the Cooperative Housing Procedure Act of 1988 (D.C. Law 7-205), a law that provides for a uniform procedure and an equitable formula to assess real property owned by cooperatives. At the heart of many of these efforts spearheaded by Bill was the defense of cooperatives before the City Council to maintain parity between cooperative homeowners and single-family homeowners rather than to be treated as rental complexes.

Bill was a tireless supporter of the Coalition and the District's cooperative housing Community. The Coalition would not exist or have been as effective had Bill Tayler not recognized the need for such an organization more than 30 years ago.
