DEAN E. MILLER  
Dean Edward Miller, age 83, of Fairfax, VA, passed away on Tuesday, December 3, 2013. He was born in Iowa and raised in VanMeter, Iowa.Dean served in the United States Air Force for four years during the Korean War as a 1st Lieutenant and a pilot. After his military career he attended Drake University, Phi Beta Kappa, in Des Moines, Iowa and Harvard Law School graduating in 1960 with a JD. He was employed by United States Department of Treasury serving as the Deputy Comptroller of the Currency which was a Presidential appointment. After retiring from the US Treasury, Dean continued as an attorney with Kirkpatrick-Lockhart & Gates Law Office. Dean was admitted to practice before the Supreme Court of the United States and was a member of the Illinois Bar Association, Chicago Bar Association, and District of Columbia Bar Association. Dean enjoyed ushering at St. Ambrose Catholic Church and was an avid tennis player.Dean will be remembered by his loving wife, Senator Emilie Miller; and their children, Desiree Miller and husband Paul Naranjo and son Edward Miller and wife Ashley McKnight. He will also be remembered by his grandchildren, Veronica Naranjo and Dean Naranjo; brother-in-laws, Anthony Feiza and Joseph Feiza; and several nieces and nephews. He was predeceased in death by his parents, brother and sister. Relatives and friends are invited to a gathering for Dean at Everly Funeral Home, 10565 Main St., Fairfax, VA Sunday, December 8, 2013 from 2 to 4 p.m. and 6 to 8 p.m. A Funeral Mass will be held, Monday, December 9, 2013 at 11 a.m. at St. Ambrose Catholic Church, 3901 Woodburn Rd., Annandale, VA with a reception to follow in the parish hall. Interment will be announced at a later date at Arlington National Cemetery. Emilie, I extend my sympathy to you in the death of your husband. I regret that I did not know him. I was part of the NAJAC convention in Ohio in 1956 and remember working with you at that event. My prayers for your comfort and peace.

Each of us in the OCC's Asset Management Group extend our heartfelt sympathies to Dean's family.

Dean was a friend and mentor to many at the OCC, particularly the OCC's trust examiners and lawyers who worked with Dean's "Part 9" on a daily basis. We all continue to be amazed that the regulatory structure Dean built in the early '60s continues to reflect the core principles upon which most bank trust departments operate. While Dean's contributions will be remembered by his OCC colleagues, even more importantly, the tens of millions of investors who benefit from the protections Dean built into the fiduciary regulations continue to be protected by his work and ideas.

Dean taught us all many things: technical knowledge; the rule of reason; and most importantly, the importance of humor at work and in life. We miss him. Joel
