C.D. SCULLY Obituary

SCULLY C.D. SCULLY "Dick" 1935 - 2013 Cornelius Decatur Scully III, known universally, as "Dick," died at his Washington, DC home on Capitol Hill on November 30, 2013, three years after being diagnosed with lung cancer. He was 77 years old. Scully served a long and distinguished career with the U.S. Department of State, starting in 1962 as a Foreign Service Officer and later transferring to the Civil Service. After an initial assignment in Washington, he served abroad, first as U. S. Vice-Consul in Nice, France (responsible also for the Principality of Monaco and Monte Carlo), and later as a Consular Officer in Montreal, Canada. In 1968, he returned to the Department's Bureau of Consular Affairs in Washington, where he specialized in immigration and visa issues. He rose to be Director of the Office of Legislation, Regulations and Advisory Assistance. Widely recognized as an authority on these issues, he was instrumental in the drafting and implementation of major reforms in immigration legislation, including those in 1986 and 1990. There are few Foreign Service Officers from that era who also do not remember his legendary training course on consular issues prior to overseas assignment. After his retirement from the State Department in 1997, he remained active in the field as a consultant, much sought after by leading immigration attorneys as well as the general public. In 2003, he earned the Distinguished Public Service Award from the American Immigration Law Foundation. Before joining the State Department, Scully served a three-year term in the United States Navy and taught history at Granby High School in Norfolk, Virginia. He graduated from the University of Virginia in 1957 with a history degree, and Episcopal High School in Alexandria in 1953. He earned his juris doctorate from George Washington University in 1972 while working at the State Department. Scully was born December 31, 1935 in Pittsburgh, Pennsylvania, the son of the late C.D. "Bud" Scully Jr. and Elinor Tucker Scully. In addition to his parents, he was preceded in death by sister Frances Bland Scully, who died in her infancy. Scully was named for his grandfather, Cornelius Decatur Scully Sr., who was mayor of Pittsburgh from 1936 to 1946. Scully's marriage to his first wife, JoNeal Hendricks Scully, ended in divorce. He is survived by his wife, Marion F. "Muffie" Houstoun; two sons, Sean Scully of Calistoga, California, and Evan Scully of Richmond, Virginia; a step-daughter, Alexandra Houstoun Craige of Fairfax, Virginia; two brothers, Richard Tucker Scully of Washington, DC and Malcolm Griffin Scully of Falls Church, Virginia; four grandchildren; and numerous nephews and nieces. A memorial service is planned January 24 at 2 p.m. in the North Hall of Eastern Market, 225 7th Street S.E., Washington, DC. In lieu of flowers, memorial gifts may be made to The Colonial Williamsburg Foundation, P.O. Box 1776, Williamsburg VA (attn.: Cornelius Decatur Scully III Fund for The St. George Tucker House) or to Opera Lafayette, 10 Fourth Street N.E., Washington DC 20002.A memorial service is planned January 24 at 2 p.m. in the North Hall of Eastern Market, 225 7th Street S.E., Washington, DC. In lieu of flowers, memorial gifts may be made to The Colonial Williamsburg Foundation, P.O. Box 1776, Williamsburg VA (attn.: Cornelius Decatur Scully III Fund for The St. George Tucker House) or to Opera Lafayette, 10 Fourth Street N.E., Washington DC 20002.

When I first began practicing immigration law, I had the good fortune to speak with Dick, who was most kind and generous to me. I stayed in touch as I could and always turned to Dick for advice, which he was happy to share with me. I'm grateful to have known Dick, and deeply saddened at his loss.
