LYNNE ZUSMAN Obituary


LYNNE ROSE KAPLAN ZUSMAN  (Age 78)  
Of Washington, DC, passed away Friday morning, June 23, 2017. Born in New York, NY on March 27, 1939 to Claire Harris Kaplan and Edward Emmanuel Kaplan. Lynne graduated from Bryn Mawr College, class of 1959, and was one of six women in the graduating class of Yale Law School where she earned her JD, class of 1962. After holding prominent posts in government-she was the first female section chief in the civil division of the U.S. Department of Justice-Lynne blazed a trail becoming a solo law practitioner, advocating tirelessly on behalf of her clients, for more than 30 years. She was fiercely dedicated to her law practice until her last breath. Lynne was also the editor of two volumes on counterterrorism following the 9/11 attacks, including The Law of Counterterrorism, published by the ABA Section of Administrative Law and Regulatory Practice, 2011. Lynne was a brilliant, enigmatic, charismatic, incomparably-spirited and uniquely individual person who made a strong impression on all who encountered her. Lynne will be dearly missed by her family. She is survived by her three children, Nancy-Ellen Zusman (Bob Lee), Karen Jill Zusman, and Peter Michael Zusman; her sister, Anita Kaplan Linker; her ex-husband, Morris Zusman; and her grandchildren, Madeline and Jacob Lee. Memorial Services will be held at the Linden Hills Jewish Cemetery in Queens, NY on July 20, 2017.

Lynne was a good friend of mine for many years. We met through the ABA Administrative Law Section. As others have noted, she was a tremendous asset to the Section through her work on homeland security and many other projects. She was very proud of her law practice which she built from scratch, primarily representing federal employees. She was totally devoted to her clients and was skillful and tenacious in representing them--and equally devoted to her friends and family. Lynne was a unique personality who I will never forget.

As. a Law School classmate I looked forward to seeing Lynne and enjoying her company at our reunions. She, along with Morris were among the few who visited Alice and me at our apartment in New Haven during our law school years. At our 25th, I provided her transportation out to the Calabresi's farm and to the Tweed - New Haven Airport. She was a dear person.

Lynne Zusman was an amazing presence in the Administrative Law Section of the ABA for many years. Her contributions to the education of attorneys engaged in the practice of homeland security law and counterterrorism law were many, and her passion led her to become one of the original founders of the Homeland Security Law Institute and the Editor of two wonderful books on counter-terrorism law and co-editor of one on homeland security law. Lynne was a Section Fellow (one of the highest honors we can bestow on members who have made great contributions to the practice of administrative law). We will always remember her passion and her prodigious memory, and her energy and enthusiasm. Our thoughts and prayers are with her family.
