Other living relatives include his brother Vincent (Marilyn) Bailey of Urbana and two children, Mark (Susan Oelker) Bailey of Urbana and Diana (Neil) Naiman of Kewadin, Michigan; seven grandchildren, Shawn (Meredith) Bailey of Columbus, Ohio, Renae (Brian) Wainwright of Atlanta, Georgia, Amy (Christopher) Louthan of Marietta, Georgia, Chad (Nichole) Naiman of Corydon, Indiana, Kyle (April) Naiman of Oxford, Ohio, Lisa (James) Tuttle of Cadillac, Michigan and Lindsay (Andrew) Raymond of Elk Rapids, Michigan; and ten great-grandchildren, Eva and Gwendolyn Bailey, Dane and Grady Naiman, Olivia, Lyla and Theodore Naiman, Reese and Ryan Raymond, and Owen Louthan.

In addition to his parents, Carrol was preceded in death by brothers LeVon (Violet) and Merlyn (Christine), both of Urbana.

Carrol graduated from North Lewisburg (Ohio) high school where he was active in baseball, basketball and track. He joined the Ohio National Guard in 1949. His unit was activated in 1951 during the Korean conflict. Following basic training, Carrol was assigned to the Fort Polk U.S. Army base in Louisiana until he was honorably discharged with the rank of Sergeant. He then returned to Urbana and worked various jobs in the area before joining The Dayton Power and Light Company where he worked for 30 years in a variety of positions including lineman, Area Supervisor and District Manager.

Carrol was very active in the community while working for DP&L in the West Liberty, Bellefontaine, Russells Point, Troy, Piqua, and Xenia areas. He served as mayor of West Liberty from 1962 until 1964, chaired the Citizen's Committee for West Liberty-Salem Schools, and was a member of the Champaign County School Board, the Logan County Health Board, and the Tri-County Regional Planning Commission. He was involved in community Chambers of Commerce, as well as Lions, Kiwanis, and Rotary clubs. He was President of the Huntsville State Bank for several years and a Mason and member of the Eastern Star.

After retiring from DP&L, Carrol and Mary moved to the St. Petersburg, Florida area where Carrol worked in the Pinellas County school system as Energy Manager.

The Baileys both enjoyed their time in Florida where, in addition to St. Petersburg, they also lived in the Clearwater and Bradenton areas before relocating to Urbana to be near family and friends.

Carrol will be remembered for his quick wit, broad smile, his trouble-shooting ability and love of family, who will greatly miss his positive and significant influence. His love of fishing led to many Canadian vacations with family and friends. He also enjoyed watching the Cincinnati Reds and playing his harmonica with his beloved dachshund Tina "singing" by his side. Those who knew him will treasure his memory.

The family would like to thank the staffs of Hearth and Home and Kindred at Home Hospice for the compassionate and quality care they provided Carrol prior to his passing.

The family will receive friends on Saturday, May 27, 2017, 10-11 a.m. in the VERNON FUNERAL HOME, Urbana; where funeral services will follow at 11 a.m. with Pastor David Brown officiating. Burial will be held in Maple Grove Cemetery, North Lewisburg.
