Kevin Davitt Rooney, former Assistant Attorney General who held a variety of top positions at the Justice Department, died June 16 , 2013 at his home in McLean, Virginia. He was 68. Mr. Rooney joined the Justice Department in 1973. He was appointed assistant attorney general for administration, the departments top management and financial officer, by President Carter in 1977 at the age of 33 and held that position until 1984. After operating a private law practice, he rejoined the Justice Department in 1 995 as deputy director of the Executive Office for Immigration Review. He was director of the office from 1999 to 2007, after serving two years as an assistant director of the Federal Bureau of Prisons. Mr. Rooney was acting commissioner of the former Immigration and Naturalization Service in 2001. Since 2007, he had been general counsel for the Solon Legal Group, a legal staffing agency. He was also an adjunct professor of law at the University of Virginia, teaching a course on the practice of law in the federal government. He was born in Springfield, Mass., and was a 1966 graduate of St. Marys Seminary & University in Baltimore. He served in the Army from 1968 to 1970 and worked for several years at the Veterans Administration. He graduated from George Washington University law school in 1975. Survivors include his wife of 40 years, Annette Benevento Rooney of McLean; two daughters, Kate Sheehey of Arlington and Mary Beth Anderson of Fairfax County; two brothers, Atty. James Rooney of Palmer and Thomas Rooney of Marshfield, sisters-in-law Marcia Rooney of Palmer and Ellen Rooney of Marshfield; two nephews, James Davitt Rooney of London, England and Liam Rooney of Marshfield a niece, Olivia Rooney Bena of Raynham, and three grandchildren.
