It is with great sadness that the family of the Honourable Eugene Whelan announces that he passed away peacefully at his home in Amherstburg, Ontario at 88 years of age on February 19, 2013. Gene will be sadly missed by his wife of 53 years Elizabeth (Pollinger), and his three daughters, Terry and husband Joe Dupont, Susan Whelan, Cathy and husband Brian Molloy; his granddaughter Katie Dupont; and his step-granddaughters Stephanie, Samantha and Shelby Molloy, extended family and many friends.
Eugene Whelan was born on July 11, 1924 in Anderdon Township, Ontario the son of Charles B. Whelan and Frances L. Kelly, and was the last surviving of nine children. He was educated in Anderdon Township, Amherstburg and Walkerville, Ontario. Survived by his aunts Helen Wrynn, Blanche Kelly also his brothers and sister-in-law Lena (late Peter) Uzun, Adolf (late Barbara) Hoffman, Martin (Judi) Pollinger.
Gene, fondly known as "The Senator" to many, was a proud Canadian, deeply devoted to his country and fellow citizens.
He served on the local Separate School Board at the age of 21, moved on to Township Council and the Essex County road committee in the 1950s, was Reeve of Anderdon Township and was elected as Warden of Essex County in 1962.
He also held a number of positions including Director and President of the Harrow Farmers Co-op, Director of the United Co-operatives of Ontario, the Co-operators Insurance Co. and the Ontario Winter Wheat Producers Marketing Board. He was also President of the Essex County branch, and Board Member of the Ontario Federation of Agriculture.
He was first elected to the House of Commons in 1962, as a member of the Liberal Party and re-elected in all subsequent federal elections until 1984, when he retired. In 1972, he was appointed Federal Minister of Agriculture, a position he held until 1984, except for a brief hiatus in 1979.
As Minister he was instrumental in the creation of numerous programs in support of the growth of primary production and agribusiness in Canada, and especially supply management.
In addition to his work for Canadians, Eugene was active internationally through the World Food Program, was President of the World Food Council, and led the Canadian Delegations to the United Nations Pledging Conference in New York for five years.
He hosted important international conferences in Canada and represented the Canadian government on numerous bi-lateral missions around the world. He led the way to normalization of relations with China by taking a delegation on agricultural cooperation there.
As Minister of Agriculture he visited the U.S.S.R. on agricultural exchange missions and understood the problems facing that society. When Mikhail Gorbachev, who later became the President of the new Soviet Union, came to Canada on a Minister-to-Minister visit, Gene was able to proudly show him the many advantages for a nation in providing incentive for productivity. Not so long after, Russia changed fundamentally and the Wall came down.
Eugene's career in public service has been acknowledged in many ways. In 1976, he became an Honourary Colonel of the 21st (Windsor) Service Battalion and upon his retirement from that position, he was awarded the Canadian Forces Decoration for his dedicated service. In 1983, he received an Honourary Doctorate of Law degree from the University of Windsor in recognition of his valuable contributions as a public servant. The Ontario Institute of Agrologists and the Agricultural Institute of Canada conferred their Honourary Life Memberships on Senator Whelan for his commitment, leadership and contributions to agriculture on a national and international level. He received the prestigious Freedom Award in 1986 from The Windsor/Detroit International Freedom Festival for his outstanding contributions to the cause of freedom and peace and was also the recipient of the Queen's Jubilee Medal. Senator Whelan was inducted into the Canadian, Ontario and Essex County Agriculture Halls of Fame.
Senator Whelan, "The Great Canadian Farmer," was made an officer of the Order of Canada in 1987. Gene was summoned to serve in the Canadian Senate in 1996. He was an active Senator and served as Deputy-Chair of the Agriculture and Forestry Committee. He was a member of several Senate committees and sub-committees until his retirement from the Senate in 1999.
Among Gene's many accomplishments, some of those of which he was most proud include a number of local projects and initiatives. In the early 1980s, along with his Cabinet colleagues, the Right Honourable Herb Gray and the Honourable Mark MacGuigan, Gene played an important role in preventing the downfall of the Chrysler Corporation and also made new investments by Ford possible with help from the federal government. He was also able to help with numerous community projects, and was very proud of Amherstburg's King's Navy Yard Park and the K. Walter Ranta Marina as well as the Belle River Marina, to name just a few.
But perhaps what Eugene was most proud of was the fact that he was able to help literally thousands of individual constituents with issues of all sorts affecting them and their families. Gene loved to help and to serve, and he has left a tremendous legacy that will outlive him for many years to come.
He will be fondly remembered for what he's done and for who he was – a wise, informed, sincere, colourful, non-judgemental gentleman and activist who wanted everyone to have meaningful opportunities. Thank you, Senator. Visitation will be held at St. John the Baptist Church, 225 Brock St., Amherstburg, Friday, February 22, 2013 from 1:00 p.m. - 5:00 p.m. and 7:30 p.m. - 9:30 p.m. Family and friends are to meet directly at the Church, Saturday, February 23, 2013 from 10:30 a.m. until time of Funeral Mass at 11:00 a.m. Interment to follow at St. John the Baptist Cemetery. As an expression of sympathy, donations to St. John the Baptist Church Restoration Fund, Heart & Stroke Foundation or Charity of Your Choice would be appreciated. I am enjoying the privilege of reading one of Senator Whelan's books (Whelan) that I was lucky enough to find just after his funeral. How fortunate are those who knew him personally, how fortunate were those who worked with him in Ottawa and how fortunate are we all for enjoying today the fruits of his labours. Mrs. Whelan and family, please accept my sincere sympathy from a very humble citizen of this great country, made greater yet by men like your Gene.

My father worked on "the Hill" and had the pleasure of knowing Mr. Whelan. I have a very clear memory of going to the family farm in the mid 60's to visit when we were seeing family in Windsor. I remember Eugene giving us kids a ride on his tractor with the cowboy hat and a huge grin. Twenty years ago when my father passed Eugene was at his wake as well. My condolences to the family. He was a great Canadian and a great man.

Eugene Whelan...a man with a sense of humour and tolerance and an interest in the artist. “The Goose Egg”

Many years ago several well known artists and I at a CARFAC AGM autographed a large goose egg that I brought along. It was intended to protest the Trudeau cuts to the arts. It was delivered to Mr Whelan. A few years ago I visited his home with the intention to meet him and have him autograph his book “Whelan”. He did so. While there I noticed a small curio shelf area and when I looked at the objects on the shelves there was “the egg” cradled with care on a stand on display with other mementos. God Bless this humble man.

My heart sank when I heard the news of Senator Whelan's passing; he was a GREAT Canadian and I felt honoured to have had the opportunity to enjoy his company and conversation.

During the 5 years I lived in Amherstburg, Gene and Liz treated me very well whenever I had the occasion to stop by their home for a chat. In fact, after my conversations with Gene, I always felt both humbled and energized because he challenged me to think about the ways in which it was possible to advocate on behalf of everyone who needed assistance, regardless the level of that advocacy. He had a deep love for Essex County and the people who reside in this area but he was equally as passionate about what mattered to the average Canadian.

My introduction to Gene and Liz was through a spontaneous overture I made to them at Duffy's in Amherstburg where they were having a Sunday breakfast with their family. I walked over to their table and, before we had a chance to engage in normal salutations, I quickly talked about hearing a Liberal Prime Minister speak quite eloquently at Alumni Hall at the University of Western Ontario in the fall of 1978 and then, shortly thereafter, how I had heard the Liberal Energy Minister of the day, who drove to the speech in a yellow Renault Le Car, speak at King's College. I then went on to tell him that it was sometime later that I went to listen to a fellow wearing a "Green" hat speak about agriculture at which time Senator Whelan stopped me and remarked, "Pierre Elliott Trudeau once stopped talking in the middle of a Cabinet meeting and said, Gene, Canada has two official languages and you do not speak either of them!" He laughed and extended his hand to shake mine. I was hooked, just like that, to this wonderful man and his family.

To this day, I am still in touch with Susan, admiring her determined will. I feel fortunate to have met Senator Eugene F. Whelan - "Gene", Liz, Susan and the Whelan family.

Eugene was a great friend of Pickseed. On more than one occasion, when addressing the Canadian Seed Trade Assoc. in his Ministerial capacity he made reference to planting a field of pasture, seed for which he had purchased from the late Otto Pick. He proudly explained how he took the manure spreader and spread manure in his initials for viewing by the airplanes arriving at Windsor.
He attended the 50th anniversary of Pickseed and was a delightful guest, mixing with all.
A strong supporter of Canadian agriculture; his wisdom is a missing ingredient.

Gene had that ever present big smile and a word or two to say about the news of the day, and was always available to offer sound advice. I absolutely loved his marvelous sense of humour. I have been remiss in not getting out to the Whelan Amherstburg residence for some time. To this day, I treasure the photo that Gene autographed for me all those many years ago.

I have fond memories from my 4-H days of him as Agriculture Minister and how special he made me feel when presenting my awards. His green stetson will be fondly remembered always. He was a proud Canadian, proud Liberal and definitely proud of his farm heritage and represented our area well in his various capacities over the years. I used to enjoy placing him in line when helping with the Steam Engine Parade and he always had time to talk.

Dear Whelan Family,
My fondest memory of the Senator was at a campaign rally at St. Angela's Hall on Erie Street in Windsor (circa 1970's).
His other two elected colleagues both spoke a few words in Itallian when they addressed the crowd.
Gene, in his own style, told everybody that he had practiced a few phrases in Itallian, and his friends told him, "Not tonight Gino"!
Needless to say, the entire crowd roared in delight to his humour.
God Bless you all, surround you, strengthening and comforting you in the days ahead.

I am so sorry to hear of the passing of Eugene.
I remember meeting him when i was young when my Grandfather Joe Newman was elected Warden of Essex County.He was one of the guys who did a funny program at the Wardens Banquet,
He did some wonderful things in his time.

The Senator will be greatly missed, memories of him from the time he was Reeve of Anderdon and would visit my mom and dad, till the times he and his wife would come to Duff's Mariana for breakfast when Diana and I were running the restaurant will always be remembered with with much pleasure. The stories he told were always awesome to listen to. He will be sadly missed but happily remembered.
