He was born October 7, 1931 in Brooklyn, New York to Kathleen Keegan Parker and Joseph M. Parker. His early years were spent in Brooklyn New York in the loving care of the Haffel family. He also spent childhood years on a family farm in Wake County, North Carolina. He graduated high school from Fork Union Military Academy of Virginia, where he excelled as both a scholar and an athlete with the valuable encouragement from Coach "Rosie" Thomas. He graduated from Elon College with a degree in History. He then joined the United States Marines, for which he served both on active duty and later with in the Marine Reserves, retiring with the rank of a Lt. Colonel. He attended Duke Law School and was a member of both the North Carolina and Virginia Bars. He began his professional career in the private practice of law in Shelby and Asheville, North Carolina before joining Lawyers Title Insurance Corporation in Richmond, Virginia. In 1978, he moved to Winston-Salem and became a licensed agent of the company, affiliating with Lawyers Title of North Carolina, ultimately becoming President and General Counsel of the company. He remained in Winston-Salem until 1990 when he relocated to the headquarters of LTNC in Raleigh. In April, 1995, Mr. Parker returned to Winston-Salem to form his own company, Parker Title Insurance Agency, Inc. and remained there until his retirement in 2006. Throughout his career, he valued service to his profession. He was an active member of numerous professional and civic associations and served on many committees - at both the local, state, and national levels. Among his many professional contributions, he served on the North Carolina Bar Association Committee for Drafting of the 1986 Condominium Act and the American Land Title Association Board of Governors.
