Carlton I. Phelps WASHINGTON - Dr. Carlton Irving Phelps (the youngest of seven children) was born July 28, 1948, to Hezekiah and Mary Phelps in Norfolk and died Sept. 2, 2008. He was raised in the Barraud Park neighborhood where his father, a pipe fitter, instilled in him a strong work ethic. In his junior year in high school, he was the starting point guard for the Booker T. Washington High School Virginia State championship team. In 1975, he earned his doctorate of medicine with honors from Meharry Medical School. Dr. Phelps completed his residency as part of the first graduating class at Howard University Hospital. In 1980, he opened his private practice with his partner of 27 years, Dr. Edwin Chapman. He is survived by his devoted, longterm companion, Bonnie Lancaster; one sister, Beatrice Kearney; his niece, Lila Banks, who was like a sister to him; and former wife, Toni Braswell-Phelps, the mother of his four children, Carmen Phelps, Dr. Kristyn Phelps, Carlton Phelps Jr. and Kendra Phelps. The funeral will be held Saturday at 10 a.m. in Rankin Memorial Chapel at Howard University.
