Charles Barclay Obituary

Charles O. Barclay Jr. PORTSMOUTH - Dr. Charles Old Barclay Jr. died Thursday, Dec. 3, 2009, at the Naval Medical Center, Portsmouth. Dr. Barclay was born on St. Patrick's Day, March 17, 1918, and has been known as "Pat" ever since. He was predeceased by his parents, Charles Old Barclay and Mary Manning Barclay, and his sister, Mary B. Porter. He received his B.S. degree in 1939 from The College of William & Mary and served his country as a line officer in the U.S. Navy from 1941-1946 and also served as a lieutenant commander in the Naval Reserves for more than 20 years. He completed his doctor of medicine from the University of Virginia School of Medicine in 1950 and interned at Portsmouth Naval Hospital. He practiced medicine in the City of Portsmouth for 53 years and was the doctor for the Portsmouth City Jail for 23 years. He served as medical examiner for Portsmouth and Chesapeake for 54 years. He was well known for his many selfless acts of kindness and charity and had achieved the rank of 33rd Degree Scottish Rite Freemason, Knight Templar and Shriner. He was also Past District Deputy Grandmaster of the 34th Masonic District, Seaboard Lodge; holder of John Blair Medal and Red Cross of Constantine; past president and Past Commander of Gosport Camp Bureau of 76; Past District Deputy Grand High Priest, 21st Tapitural District; Past High Priest of Mount Horeb Chapter; charter member of Portsmouth Chapter 352 of the National Sojourners; member of Portsmouth Commandery No. 5 Royal Order of Scotland, J. Leon Codd AND. He was a life member of the Retired Officers Association and a member of the Midshipman's Association and Patrol Craft Association. He is survived by his wife, Norma L. Barclay; children, Rebecca O. Barclay, Charles O. Barclay III, Michael K. Bell and Lynn Clarke; and four grandchildren. A memorial service will be held at 11 a.m. Tuesday, Dec. 8, at St. John's Episcopal Church by the Rev. Fred Poteet followed by a reception in the church social hall. Burial with Masonic rites will be private. In lieu of flowers, memorial donations may be made to Shriners Hospitals for Children, 950 W. Faris Road, Greenville, SC 29605. When I worked for Olde Town Ins. he came in every day with a joke or a funny story. I enjoyed working there and getting to know him.He will never be forgotten and will always have a special place in my heart.

Dr. Barclay was our family doctor for over 40 years. 4 generations of my family saw him as our doctor and our friend. He was a fantastic physician and caring friend and confidant. There was no one like him anywhere. As a child I remember him meeting my mother at his office at all hours of the night for years as she suffered with debilitating migraines. He was a truely remarkable man who cared and lived his life like a true Christian. He lived a remarkable life, and may God bless and keep him.

Dr. Barclay was a great customer and extremely nice man. He always made me laugh when he ordered his meal with just three french fries but always had room for his large vanilla sundae. He will be greatly missed at Lobscouser Restaurant.
