Otis Lee Elliott SUFFOLK - Otis Lee Elliott, 82, of the 5600 block of Plummer Blvd., Apt. C, died Nov. 3, 2010, in his residence. He was retired from the City of Portsmouth school system. He is survived by his daughter, Olivia Elliott-Harrell; three grandchildren; nine great-grandchildren; a special nieces, Bishop Rebecca Powell; and a host of other relatives and friends. A funeral will be held at 11 a.m. Tuesday, Nov. 9, in Carlos A. Howard Funeral Home chapel, Norfolk, with Bishop Rebecca Powell presiding. Burial will be held in Albert G. Horton Jr. Memorial Veterans Cemetery. carlosahowardfuneralhomes.com.
