Elizabeth Overstreet (Liz) Carter, 74, of Roanoke, Va., passed away on Wednesday, July 29, 2009. Funeral service will be conducted 2 p.m. on Friday, July 31, 2009, at Oakey's Vinton Chapel, 540-982-2221.
