William Welch Obituary

William Lee Welch Jr. November 23, 1941 - September 4, 2009 State College Mayor Bill Welch, 67, died at Milton S. Hershey Medical Center on Sept. 4, 2009. In his lifetime, he had three jobs, three daughters and an extra 16 years, made possible by medical science and a kidney transplant from "donor daughter" Jessica. When asked to run for higher office, he refused. He often said that he was a public servant, not a politician, and State College was his home. For the coming election, he was nominated by both parties. Bill was born Nov. 23, 1941, in Philadelphia, where his father - later to become a well-known local family physician - was a medical student. At home, he saw public service by both parents, William Sr. and Betty Woomer Welch. Welch Pool is named for his father. On his father's side, Bill was a third-generation Centre Countian; on his mother's side, a seventh generation. A lifelong learner, Bill was a Class of 1959 National Merit Scholarship finalist and a 1964 Penn State graduate. John Barth, an advisor who would become a famous author, signed off on any Penn State course Bill fancied. After college, he was employed as a codifier of municipal ordinances, prior to his more than 20 years, ending in 1985, at The Centre Daily Times. Under veteran editor Jerome Weinstein, Bill worked his way up to become executive editor and finally general manager. A wag, he once sent around a typed newsroom demand for additions to the former "Good Evening!" column "or I will shoot this dog." Of course, there was no dog. For a front-page story on a failed missile, he turned the missile's upward photo downward. His story on the closing of Hoy Brothers General Merchandise, 328 W. College Ave., won a Keystone Press Award first place. From 1985 to 2001, the "self-confessed philatelist" edited the monthly magazine of the locally headquartered American Philatelic Society as well as the American Philatelic Research Library's quarterly Literature Review. His scholarship and wit continued in print. Once, for the magazine, he wrote what he realized was a haiku: "Philately is the apotheosis of the ordinary." While working for the APS, Bill served a term on State College Borough Council and, in 1994, became the mayor. Among the many roles he took on and enjoyed were speaking at the University's convocation for incoming students and performing weddings and commitment ceremonies. Whenever he spoke, he was brief and humorous, yet he stayed focused on what he thought was good for the community in the long run. A true Renaissance man beyond the 2002 honor by Penn State, Bill was a consummate storyteller and writer who loved football, military history, classic revenue stamps of Latin America, S. J. Perleman and other humorists, folk music and opera. He was known to tell stories in one of his "About Town" columns in the local Town&Gown magazine. Of his committee participation, the tip of the iceberg included the Community Diversity Group, co-chairmanship of the University and Community Partnership United Against Dangerous Drinking, the Central Pennsylvania 4th Fest board and the developing Discovery Space for three to 12 year olds, to be located at 224 S. Allen St. He was, among other things, a life member of the Centre County Historical Society, a former board member of the Mt. Nittany Conservancy and the current convener of the Young Writers of America. He also belonged to the APS, the Mt. Nittany Philatelic Society, the Collectors Club of New York, the Royal Philatelic Society and other stamp organizations. He is survived by his first wife, H. Patricia Hurley of Wewahitchka, Fla.; his wife of 34 years, Nadine Kofman of State College; his daughters, Jennifer Theiss and her husband, Mark, of State College; Jessica Welch and her partner, Dana Guyer, of Bellefonte; Justine Mastin and her husband, Eli, of Minneapolis, Minn., and by two granddaughters, Clarissa and Linden Theiss. Bill was the eldest of five children. His siblings include James of Cambria, Calif.; Michael and his wife, Marcia, of Waukegan, Ill.; John Patrick and his wife, June, of Lebanon, Pa.; Elizabeth Parker and her husband, Andrew, of Lake Jackson, Texas. A private family service will be held in the Pocono Mountains on Saturday at the home of Bill's favorite aunt, Janet Woomer Richards. A Celebration of Life will be held at the Penn Stater Conference Center Sunday, Sept. 13, from 1 - 3 p.m. Beginning today, the public is also invited to share memories of Mayor Welch on a large memorial card in the lobby of the State College Municipal Building, 243 S. Allen St. The card will be displayed at the celebration. In his memory, contributions may be made to the Bill Welch Renaissance Scholarship, the Pennsylvania State University, 27 Old Main, University Park, PA 16802; or to the Discovery Space, P.O. Box 261, State College, PA 16804.

I always enjoyed Bill's wit and honesty. We had some wonderful conversations about life and spirituality. I remember talking with him about planning a tv show about spirituality and he said one of my favorite all-time lines, "Well, let's just have the chickens and no roosters." He just wanted to hear from the people not the clergy. Although I moved from State College in 2005, I've always enjoyed knowing that he was at the helm of town leadership. I'm grateful for his unique and wise leadership and to have known him. My love and best wishes to you, Nadine and Justine and to the rest of your family.

Major Welch performed our son and daugter-in-law's wedding ceremony at the State College Friends school with good advice, good humor, and good patience. For his services, he requested a donation to a non-profit organization. We chose the Women's Resource Center and sent in our donation in honor of Major Welch...We enjoyed talking to him that day and marveled at his history stories...He was a true Centre County representative...humble, honest, and heartfelt. Over a fifty year period, Bill's calm demeanor, courteous behavior, gentle humor, and insatiable curiosity have added immeasurably to Centre County and to my personal sense of community. I will always have fond memories of Bill's kindness, his magnetism, and his quiet leadership. Another member of Hoy's joins the players in the great heavenly arcade: I believe he'll have an amazing adventure in the afterlife. I met Mayor Welch while I was an undergrad and a writer for the Daily Collegian and I got to know him quite well in the next few years. He was passionate about his town, he loved being the Mayor and he was incredibly engaging to talk to. I always admired the guy and am saddened to hear of his passing. Bill was a long time customer where I am employed as a mechanic at College Heights Exxon. Not only was he a loyal customer but a very good friend. A little over a month ago he was the offciate for my wedding and performed a heartfelt ceremony. My wife and I were very saddened to hear the news of his passing and I know that I speak for everyone from College Heights Exxon that he will be terribly missed. Bill Welch was my first and best newspaper boss. He taught me how to write a tight lead, how to lay out an efficient and attractive front page, and how to write pithy headlines on fillers, convinced that even the little things of running a paper mattered. He taught me not only how to find a good source, but how to keep one. He was a firm but consummately kind teacher, immensely patient with all the young interns who came and went through the CDT newsroom with great regularity. He will be missed, but all those who knew him know that his life was filled with what he loved, that he loved well and was loved well, and that his life will continue to have meaning. I am honored to have known him.

I first Met Mayor Welch during the Sophmore year of high school at the journalism Workshop up at Penn State University. He seemed like a nice man then. I applied and got accepted to Penn State in 2005, I got involved with the Fast Start Mentoring Program, and Mayor Welch was assigned to me as my mentor. For the past 4 and 1/2 he had been the best mentor anyone could ever ask for. We went out to lunch and dinner multiple times a month. It was during that time, he would tell me about the "then" and "now" of State College. He talked about his daughters, he loved his family. He was there for me whenever I needed him. My Mother passed away last summer and he was there for me. Last September he attended my sorority's Multicultural family reunion. We were so honored to have him attend. He was a WONDERFUL man and he is a loss to the Penn State community as well as State College. My condolences to Mayor Welch's family. He is in a better place now.

I grew up with the Welch family. They lived around the corner from us on Willard Circle in College Heights. As a fellow journalist and a friend, I had the greatest respect for Bill.... I regularly dropped in at the office to talk with him when he ran the CDT and I always learned something. The old home town is lucky to have had him as Mayor. (And, noting Robin Breon's note, Hoy's was lucky to have had him as a customer.)

I first got to know Bill when I was in 8th grade and tagged along, after school, with Bill and friends went to the Hoy Brothers store. Five cent cherry cokes were the favorite beverage. Jokes, stories and the verbal barbs of 14 and 15 year old boys were always part of the conversation. I last saw Bill and Nadine at our 45th college reunion in June 2009 where we sat at the same table. He was a unique person who found his true calling in life as State College mayor.

Bill's brothers and I shared hard pretzels, Cokes, and pinball games at Hoy Brothers, and later, when I worked for the Pennslyvania Mirror, he was the honorable competition, and my future wife worked for him at the Times. Like all the Welches I knew, he was a bright, affable, decent man, and I honor his memory.
