Charles Jerry Mouser

1944 - 2022

Former Mayor of Philippi, WV Charles Jerry Mouser "Jerry" passed away at United Hospital Center in Clarksburg, WV on August 6, 2022, after a long illness.

Jerry was born at his parent's home on Bonica Road in Barbour County, WV on 01 Feb 1944, the son of the late Denzel Carl Mouser and Maysel C. Mouser. Jerry completed grade school at Tacy Elementary and graduated from Philippi High School in 1963. Jerry was united in marriage to Amelia "Mimi" James Mouser on February 26, 1965, who survives in Philippi, WV. Also surviving are his son Mark James Mouser and wife Renee of Manassas, VA and daughter Laura Beth Mouser Stewart and her husband Tim Stewart of Manassas, VA. Additionally, Jerry is survived by four grandsons: James Mouser, Joshua Mouser, Sean Stewart and Ryan Stewart as well as one granddaughter Lindsey Mouser all of Manassas, VA. Jerry is survived by two brothers Roy Mouser of Stowe, OH and Ron Mouser of Philippi, WV as well one sister Janet Strawderman of Hedgesville, WV. In addition to his parents, he was predeceased by two sisters Wilma Luff and Nina Moore as well as his brother Troy Mouser.



Jerry was a proud retired police officer. In 1965 he joined the Alexandria Police (VA) Police Department after graduating from the Northern Virginia Police Academy. In 1970, he moved to Prince William County VA when they formed a Police Department to assume the law enforcement role in the County. Jerry retired from Prince William County in 1999 with the rank of Sergeant. He was most proud of the 15 years he spent in the Department as a Detective and later Senior Investigator where he played a significant role in solving several major crimes. He was also a certified Polygrapher and expert interrogator and trained in criminal hypnosis. He was a graduate of the Baxter School of Lie Detection, the Harry Arons School of Criminal Hypnosis, and the John Reid School of Interrogation. Jerry attended and held credits from the FBI Academy, George Mason University, American University, John Jay College, Case Western Reserve University, University of Florida, Northern Virginia Community College and the U.S. Army School of Ordinance and Arson Investigation. When he retired, he was recognized by both the Prince William County Board of Supervisors and the Senate of the Commonwealth of Virginia for outstanding service.

Upon retirement Jerry and Mimi returned home to Philippi, WV where he owned a lawn service and served on the Philippi Planning Commission for eight years, with four years as Chairman. Seeing a need for reform and modernization in the Philippi Police Department, Jerry ran for and won election as Mayor of Philippi where he served from 2012-2016. Working with Chief Walters he was very proud of the various improvements made to the Police Department during his tenure as Mayor.

Jerry served as President of the Prince William County Credit Union, he served on the Board of Directors of the Boys and Girls Club of Greater Washington, as President of the Prince William County Police Association, and as Vice President of the Virginia Polygraph Association. He was a proud member of the Masons, originally invited to the Henry Knox Field Lodge 349 in Alexandria, VA in 1966 where he was raised to Master Mason on 31 January 1967. In retirement, Jerry was a member of the Royal Arch Masons, Tygart Valley Chapter 39 as well as Pilgram Commandery 21 of the Knights Templar in Elkins, WV.

The Mouser family would like to thank special friends Kirt Collins, Roxanne Poling, Dave and Chuck Fenstermacher, Craig and Marie Mayle for all they did for Jerry over the last few years. At his request, no funeral services will be held. His wishes for cremation were honored.
