Working with Burton Phelps was tuff at times but I was fortunate to be one of his firefighters.He always screwed up my first name but I always thought that he really did it by mistake. Thoughts and prayers to his family and Burton remember, "Big Fire Big Throttle"

While most of the nation’s fire service will remember Chief Phelps as a charter member of a dedicated avant-garde that spent more than a quarter of a century institutionalizing the incident command system within our country, many of us who knew and loved him best will remember him as a unique, inspirational leader within the Anne Arundel County Fire Department; the first fire operations Deputy Chief of a then young career fire service who would mentor, influence and inspire a generation of junior officers to continue his legacy of excellent line operations. My thoughts and prayers are with Tonna and the Phelps’ family.
