Born in Olanta, Mr. Locklair was a son of the late O.C. Madison and Letha Mae Floyd Locklair. He was the owner/operator of Locks Red Barn in Pamplico. He was a veteran of the United States Navy, a Trustee and member of Prospect United Methodist Church, a member of the Prospect Mens Club, a member of the American Legion Post No. 98 in Pamplico, a member of the Pamplico Lions Club, and a member of the Masonic Lodge No. 324 in Pamplico.
Mr. Locklair was preceded in death by his parents; two brothers, Harry Lee Locklair and O.C. Locklair Jr.; and a sister, Juanita Lane.
Surviving are his wife, Sybil T. Locklair of the home; a daughter, Lisa Ramos of Dallas; four sons, Scott (Ellen) Locklair, Warren (Amanda) Locklair, Al Locklair and Adam Locklair, all of Pamplico; three sisters, Catherine (Harry) Weatherford of Pamplico, Nadine (Earnest) Hayes of Florence and Diane (Robert) Baker of Williamson, Ky.; four grandchildren, Hayden Locklair, Bazen Locklair, Heather Cox and Lacey Cox; several nieces and nephews; and special friends, Lacy and Jean Saunders.
Funeral services will be held at 2 p.m. Monday, April 17, 2006, at Prospect United Methodist Church. Burial will follow in the church cemetery directed by Stoudenmire-Dowling Funeral Home.
The family will receive friends from 6 to 8 p.m. today at the funeral home.
Memorials may be made to the Prospect United Methodist Church Building Fund, 1256 Big Swamp Road, Pamplico, SC 29583.

Sybil, Dick and I were really sorry to hear from Jean that Frank had passed away. We didn't see much of the family since we have moved to Pawleys Island; but Paul kept us updated.

Ms. Sybil and Family,
I was so sorry to hear about Mr. Frank. I know that this is a very rough time for you and your family. You have been in my thoughts and prayers not just this week-end but for a long time now. You guys were a very special part of my life for a long time and I came to love you all. I remember so many Saturdays Mr. Frank and I would sit and talk or clean and talk, but always talk.
He was a good man and loved his family and friends.
May you find peace in the days ahead in your friends and the many memories you hold so dear. The memories will flood you and your family like never before and they will get you through the days ahead.
May God bless and keep each of you and and give you the strength you need to get through this.

Mr. Frank was a very caring man with a very big heart. He will be missed very much. My prayers go out to the family in their time of loss.
