Alvaro Garza Obituary
Balo is reunited in heaven with his children, Marleni Erica and Alvaro Rene. He is survived by his beloved wife of 44 years, MariaElena (Nena), granddaughter Marleni Renae', and son Kevin, from a previous marriage. Daughter Valerie, son in law Bobby and children, Ella, Zophie, Zane and Analeya. Brothers Abelardo, Amando, Alberto and Arturo. Lastly, his dearest companion and faithful friend, Maximus Doggus, who stayed with him until his passing.
Balo was born on November 11, 1940, in Laredo, Texas. He graduated from Martin Highschool, class of 1959. He attended the University of Texas at Austin and graduated from St. Mary's University with a PhD in Jurisprudence in 1970. His career began as an ADA in Bexar County. He was 1 of the founding Attorneys of MALDEF and youngest District Director of EEOC in San Antonio. Balo eventually opened his Private Law office in Laredo, Tx. Balo was appointed by President Clinton in 1994 as a Federal Administrative Law Judge in San Antonio, Tx.

Judge Garza besides having the experiece of working with him at the Office of Hearings and Appeals and knowing my father in Laredo was also a man that had a sense of humor. I enjoyed that sense of humor especially if you work in the legal field. It was a pleasure working with him and getting to know Nena.
