Richard Hill Obituary

Richard Alan Hill, Captain USNR-R, died on July 22, 2017. Capt. Hill was born in Tulsa, Oklahoma on April 25, 1944 to James and Ruth Thetford Hill. He was a graduate of the University of Tulsa, where he was active in his fraternity, Sigma Chi. Upon graduation, Capt. Hill entered the United States Naval Reserve and served six years on active duty, including a 2 1/2 year deployment to Fleet Air Reconnaissance Squadron One (VQ-1) Atsugi, Japan. While in Japan Capt. Hill was frequently detached to Da Nang, Viet Nam, serving as Bombardier/Navigator aboard a variety of aircraft conducting reconnaissance missions. Capt. Hill remained in the Naval Reserve for 20 years following his active duty. He served in several roles in the Naval Intelligence community, including as Commanding Officer of First 1282, New Orleans and CO of US Reserve Special Operations Command, MacDill Air Force Base, Florida. He was a graduate of the US Naval War College Strategy and Policy Course, Newport Rhode Island. He retired from military service on October 1, 1994.

Following his deployment and active duty, Capt. Hill returned to Tulsa in 1971, where he completed post-graduate studies at the University of Tulsa with an MBA degree. He began his second career, with the Corps of Engineers in Tulsa with subsequent moves to Mobile, Alabama and Savannah, Georgia. Capt. Hill ultimately retired as the Chief of Economics from the Corps in Savannah, where he worked on multiple economic and water issues critical to the Southeast, including the research required to support the planned deepening of the Port of Savannah.

After a seven month battle, Capt. Hill succumbed to the ravages of ALS (Lou Gehrig's Disease) at his home in Savannah, attended by his family. He faced this wicked disease with the quiet dignity which those who knew him would recognize; without complaint, without anger, without blame.

Capt. Hill was an avid and skillful sailor, loved golf and traveling and was an accomplished photographer. Most importantly, he was a devoted family man. He was always ready with a kind word, a joke or a funny anecdote - with strangers and friends alike. He truly was loved by all, and will be missed for his love of life, his kindness, and his steady wit and wisdom.

Capt. Hill is survived by his wife of 50 years, Marcie Bailey Hill, his daughter Mitzi L. Hill (Atlanta, Georgia), son Andrew S. Hill (Savannah) and brother J. Roger Hill (Colorado Springs, Colorado), as well as many nieces, nephews and brothers and sisters-in-law.

Interment will be at Beaufort National Cemetery, South Carolina. A memorial service for friends and family will be conducted at 12 o'clock on Saturday, July 29, 2017 at Independent Presbyterian Church, 207 Bull Street, Savannah, where Capt. and Mrs. Hill are members.

Andrew:
