Paul was born about three weeks before me in 1935. We were together in the Ph.D program at the University of Minnesota, he in Political Science and I in European history. We were part of a small group of graduate student friends who were interested in shooting and hunting. A few years later we met again as CIA analysts. We also had similar military interests, he as a marine infantryman, and I as an infantry paratrooper in the army. He stood out because of his height and the remnants of his English accent. He had a delightful personality as a young man, and was a good friend to those of us with similar interests at the U. of M.

Paul and I were together at CIA, and we were office mates at the National War College for 12 years. He was a wonderful colleague and friend, and always willing to share his deep understanding of Chinese policy with faculty and students. Paul was no ideologue; he was a serious scholar. He did his best to make sure that the war college was an educational institution and not a training institution that the professional military often wanted it to be. He will be missed. Mel Goodman
