AMBASSADOR (RETIRED) ROSS CAMPBELL, D.S.C., O.C.
NOVEMBER 4, 1918 ­ AUGUST 15, 2007 Born in Toronto to William Marshall and Helen Isobel Campbell, brother to Helen and Keith, Ross Campbell graduated from the Faculty of Law, University of Toronto, in 1940 with the degree of Bachelor of Arts. During World War II, he served from 1940 to 1945 in the Royal Canadian Navy on loan to the Royal Navy, and was awarded the Distinguished Service Cross by King George VI in 1944 for actions in Motor Torpedo Boats. At the end of the war, Lieut. Commander Campbell married Pippa Grantham-Hill in Beccles, Suffolk, in England. They had two children, Hugh Ross and Timothy Keith. Together they enjoyed many grandchildren and great grandchildren. Ross joined the External Affairs Department in 1945 serving first in diplomatic posts in Norway, Denmark and Turkey. At home, he held a series of senior positions in Ottawa including Head of the Middle East Division, Special Assistant to the Minister and Assistant Under Secretary of State for External Affairs responsible for international security affairs ( NATO ; NORAD ; U ni t ed Nations; peacekeeping). In later appointments, he was Canada's Ambassador to Yugoslavia, Algeria, NATO (Paris and Brussels), Korea and Japan. At NATO he was Canada's representative on the Nuclear Planning Group. He was a frequent lecturer on strategic studies at the National Defence College, Kingston, the Canadian Forces Staff College, Toronto; and the NATO Defence College in Rome. Following a distinguished 30 year diplomatic career, Mr. Campbell became Chairman of Atomic Energy of Canada Limited (AECL) from 1975-80 during which period he played a major role in nuclear power contracts with Korea, Argentina, Romania, Japan, Italy and Mexico. He is a past Director of the Canadian Nuclear Association, a for mer member of the Advisory Committee to the Minister of Industry Trade & Commerce and a founding member of the Canadian Businessmen's Association in Japan. A f t e r le a v ing AECL, M r. Campbell was engaged as an advisor to business and industrial clients both at home and abroad. He was a founder and partner of InterCon Consultants from 1983 to 2007. Ross also enjoyed memberships in the Naval Officers Association of Canada, the Canadian Defence Preparedness Association, the Canada-Japan Society and the Canada Korea Society and was a Life Member of the Rideau Club in Ottawa. In 2003, he was inducted into the Canadian Veterans Hall of Honour. On May 4, 2007 Ross was invested as an Officer of the Order of Canada. Funeral to take place on Thursday, August 23, 2007 at 2:00 P M. at the Anglican . Church 101 Symmes Road in Aylmer, Quebec. To the Campbell Family;
I knew Ross professionally some years ago and I developed the greatest respect for his skill and Professionalism. I was returning to Hong Kong on Air Canada when I saw his obit in the Globe and Mail so I hoisted a glass of Champagne in his honor; I think he would have liked that. Far too few gentlemen in business these days. The world is a poorer place with his passing.

When I was on my first posting in Brussels in the 1960's, Ross was a mentor and I dare say an idol, and he provided a standard to look up to for a full lifetime as a foreign service officer of Canada. He was a star at NATO, where he and Pippa lent some much-needed style. He operated with flair and great courage. He listened to the views of a young officer with the same attention he paid Pierre Trudeau's (whom he didnt hesitate to take on). His strength was accompanied by kindness. We shall possibly not see his like again in public service.

I have many fond memories of Ross in Yugoslavia, Brussels and Spain in the 1960's and later in Canada in the 1970's. His generosity and kindness were most appreciated.

I first met Ross Campbell when I was the head of the Canadian Forces Nuclear Submarine program 1987 to 89. I realized at the time that Ross was a "jewel" in the Canadian crown. I respected him highly. When I was appointed as Canada's Ambassador to NATO, Ross was one of the first to congratulate me. It was an honour and pleasure to follow in his foot steps. He was a great Canadian!
