SARGANT, Ph. D., WILLIAM BELL "SARGE" "We cannot direct the winds, but we can adjust our sails." Sarge passed away on Wednesday, August 18, 2021 at Joseph Brant Hospital. He grew up in Bronte, now part of Oakville. Survived by his wife, Ann of 48 years, son, William Leigh, partner, Carrie Cook, and grandchildren Gwen Cook, Alexander, Adelaide, and Benjamin Sargant. Predeceased by father, William G., mother, Nora R. (nee Bell), and brothers Ralph, Jack, and Alan. Sarge graduated from the University of Guelph with a Diploma in Recreation, BA in Sociology, and an MS in Recreation Resource Development. He obtained a PhD from the University of Waterloo in Regional Planning and Resource Development. He worked for municipal and provincial government in park and recreation planning and administration. After retiring from government, Sarge traveled the Asia-Pacific region for six months with his wife and son. Upon his return, Sarge founded CATHEXIS ASSOCIATES INC., a planning and fundraising consulting firm. Sarge also taught university courses in park and recreation planning. As a volunteer, Sarge was involved in fund raising for various non-profit organizations and in his retirement served on several non-profit boards. An avid Toronto Maple Leafs and Blue Jays fan, Sarge often attended games. He enjoyed playing chess, fishing, spending time with his grandchildren, reading, cruising, and playing Scrabble with Ann. Sarge also enjoyed oil painting, specializing in painting clouds, and photographing butterflies. He spent summers on Manitoulin Island where he volunteered with the Friends of Misery Bay Provincial Park. In honor of his parents, Sarge established a scholarship for a graduate student studying park and recreation planning at the University of Guelph. Memorial donations to the BELL-SARGANT Scholarship, Alumni Affairs and Development, University of Guelph, Guelph, Ontario N1G 2W1 would be appreciated. There will be no visitation or funeral service. My condolences to Ann and her family.
Sarge, I am better for knowing you and better for having worked with you. May you be as blessed in the next life, as I was in this one by having you as a friend!

I met Sarge working at the Bronte Historical Society. I don't think I could possibly fit all the words in one paragraph to describe how great of a person he was. He was constantly caring, helpful, had a good sense of humor and was a talented artist. What I will miss most are his postcards and phone calls. Sending my condolences to Ann, Leigh, Carrie and grandchildren.

I worked for Sarge and Norm in MNR Park Planning ages ago. Sarge was the best "boss" I ever had. He was less of a boss than a friend and inspiration. There were no limits to what we could do, say, accomplish and build together. He inspired many including me to discover, treasure and work hard to preserve the many beautiful environments in this province. His guidance still inspires much of my life/work today.
We lost touch but recently reconnected by phone and made plans to have lunch when Sarge was next in the Collingwood area. When Covid hit, our plans were postponed and we both hoped the lunch would be rescheduled.
I am very sad we did not have the occasion to meet up because our phone call together was like no time had passed and we had lots to share. That was just the way Sarge made me and many others feel - important, familiar and valued. I feel privileged to have been so influenced by Sarge, his intellect and his values.
My condolences to the family but what a life well lived and so many accomplishments to his credit. Humble as he was, I think he would agree and then laugh! Thanks Sarge!

Missing a great friend of more than 40 years. I can no longer be your "responsible adult" at least in this life. Our condolences to Ann, Leigh, Carrie and Sarge's and Ann's grandchildren.

Sarge was a great friend and colleague for 50 years. His high level of competency in whatever he did, exceptional support for others, fun loving nature and positive uniqueness made him a very special person. I shall really miss our long discussions about environmental issues, politics and sports.
Ann, Leigh and Carrie my caring thoughts are with you.

I met Sarge sometime in the 1970s. He was working as a planner for Ontario Parks. My memories of him are many, varied and pleasant. He was an unflinching advocate for the provincial parks and protected areas program. Sarge laughed easily and shared an ‘unusual’ sense of humour.
In particular, I recall his efforts in planning the Parks Centenary in 1993. Sarge secured countless partnerships and sponsors, some of which remain to this day. He was a visionary in every sense of the word, but always modest about his contributions. The same may be said for his work with The Nature Conservancy, The Quetico Foundation and The Friends of Algonquin Park.
His pride in and love for his family were unparalleled. Sarge always spoke in the most loving way about Ann and his son William. Ontario has lost a great friend and Ontario’s provincial parks an untiring supporter.
My condolences to Ann, William and to Sarge’s extended family.

Ann, Leigh and Family,
I was so sorry to read about Sarge's passing. I worked with Sarge at NCC for a number of years. It was my first Summer Student job which grew into many happy years there.
What comes to mind first when I think about Sarge was his infectious laugh. I also admired his commitment to securing and saving Ontario's natural land and he was an awesome mentor to so many.
We all know that back in the day, Sarge loved his dictaphone (yes, I am that old. LOL). I remember the secretary was typing up his notes and she started laughing. We asked her why and she said, listen to this. Sarge had been pulled over by a policeman for going a "little fast" shall we say and he kept the dictaphone running so we heard the entire conversation. We all, including Sarge, had a good laugh when we told him what he had done.
The other thing that I know about Sarge is that he loved his family dearly. He will be missed. Rest in peace.

We have known Sarge for many years and have always appreciated his friendship, his wisdom and his wit. He was always willing to share his extensive experiences of travels and work and play, in a very engaging way. Sarge was always interested in our family and asked about their activities. We will miss him and send our condolences to Ann, Leigh, Carrie and grandchildren.

Although I knew William for just a few years ... as a fellow volunteer at Bronte Historical Society ... I am privileged to have learned from him, regarding his over all life view/ongoing interests and on the ground strategies for promotion and fundraising. Not often have I become acquainted with such an interesting personality and background. My sympathy extended to Ann and son Leigh.
