Major Roger Frederick Bulley, USAF, Ret., took off for his final flight on January 31, 2021 at the age of 87, after a brief illness (not Covid related). He leaves behind his wife Jean of 64 years, daughters Cindy Mullarkey (Sean) and Susan Bulley, granddaughters Skye (Orion) and Kellie (Ron and Chacey), grandson Kyle, sisters Frances Pook (Richard) of Victoria, BC, and Enid J. Graham (Paul) of Los Alamos, NM, nieces Wendy, Felicity, Daphne, and Angie; and many friends in Dover DE, Victoria BC Canada, and Fredericksburg, VA. He was predeceased by his mother Betty Shaw Edgar, father Stanley F.D. Bulley, and beloved stepmother Joan S. Bulley. Roger was born in 1933 on the island of Vancouver, British Columbia, just outside of the city of Victoria. At the age of 11 he and his father moved to Toronto, Ontario, followed by a move to Fredericksburg Virginia in 1947 where he graduated from James Monroe High School (1950) and attended the University of Virginia.
Enlisting in the US Air Force in 1951, he graduated from flight school, and flew B-47 bombers and C-141 transport planes, including nuclear payloads and transpacific missions during the Cold War. His final assignment was at Dover Air Force Base.
Rog returned regularly to Victoria once or twice a year, often driving cross-country from Delaware. He maintained close ties with many Royal Canadian Air Force members. He frequently attended the group's formal dinners and military ceremonies. When his father died in 1998, Roger arranged for the services to be held at Christ Church Cathedral in Victoria. To his astonishment, as he left the Cathedral, he saw a woman who looked like his late mother climbing the steps to greet him. This was Frances, his long-lost sister. Meeting Frances and her wonderful family was one of the greatest joys of his life. Both families remain very close to this day.
Services will be held Sunday, February 21, 2021 at 2pm at Torbert Funeral Chapel South, 1145 E. Lebanon Road (RT.10), Dover. Friends may call one hour prior. The family requests that donations be made in memory to your favorite charity. Letters of condolence can be sent to, and guestbook signed at
