William McCulloch Obituary

McCULLOCH, William Bruce March 15, 1938 - November 26, 2017 Bruce passed away unexpectedly at home in Victoria on November 26, 2017. Predeceased by his parents, Merwin and Marion McCulloch, sister Betty and brother Ted; Bruce is survived by his sister Sheila, wife Aggie, sons Murray (Christa), Patrick (Claire), and grandchildren Clarabell, Katie and Billy. Bruce grew up in Saskatchewan and earned a B.A. in Mathematics and an Honors B.A. in Philosophy and Psychology from the University of Saskatchewan. He worked the first five years of his 40-year public service career for the federal government and Saskatchewan and New Brunswick governments, and the last 35 years for the BC government. An enquiring and valued member of the ministry's executive team, Bruce was trusted and respected by his colleagues and had the reputation of never asking an innocent question. When asked, Bruce would say he chose public service because of the complexity and scope of government work and its important positive impact on society. An avid reader, Bruce more often listened than spoke; when he did speak it was with knowledge and insight and people tended to listen. He enjoyed life and he respected and accepted people as they were. He had several life-long friends and Victoria friends whom he admired and cared for deeply. He was very fond of his sons' friends and families and his own extended families. Bruce was a loyal, kind and generous son, brother, friend, uncle, husband, dad and grandpa. He felt honored to be a dad, loved his sons dearly and was very proud of them. Though Bruce suffered several health issues during the last six years of his life, he never complained and was always appreciative of everything done for him. Bruce was deeply loved and will be always missed by his family and close friends. At his request there will be no service. Special thanks to the doctors, nurses, and first responders who cared for Bruce with professionalism and kindness.

I first spoke to Bruce in November 1963 in Regina where we were both new hires in the Saskatchewan Department of Public Health. I last spoke to him on the telephone from my home in North Vancouver in November 2017, two days before his unexpected death. The last conversation was one of hundreds of lengthy calls we had over those fifty four years.

Bruce was the best man at my wedding in Victoria in August 1976 and Carolyn and I and our son Curtis were delighted to celebrate our 40th wedding anniversary in Victoria with Bruce and Aggie in August 2016. In addition we were often guests of Bruce and Aggie in their homes on Ernest and then on Carrick.

Bruce and I both became fathers for the first time when we were in our forties and this common shared experience further deepened our friendship.

I am so thankful to have known this kind and generous man whose friendship so greatly enriched my own life.

I've only just learned that Bruce had passed away and was so incredibly sad to learn this news. I first met Bruce in 1974 when I joined the Rent Review Commission as a clerk. Bruce was beyond the norm at the time in that he encouraged women to compete and work their way up the ladder and pretty soon, I was an Investigative Officer at the Office of the Rentalsman, thanks to his unwavering support. Like to many others, he was also my mentor. I well remember him talking about Aggie in glowing, loving terms and him thinking about his future and having children some day. He was an amazing man, straightforward and always wanted the best for everyone around him. What a loss! My deepest condolences to Aggie and all the family.

Bruce became my mentor in 1980 when we both worked for the Deregulation Program. We remained friends. I respected and admired him immensely. Rest in peace, friend.

Bruce hired me to work for him in the Provincial Govt. in 1978. He was a wonderful boss and friend from whom I learned so much which helped me for the rest of my life. He was very highly thought of by everyone who had the opportunity to get to know him. He was a true gentleman and scholar. It was a privilege to know Bruce.
