Bill's life came to an ending on December 24, 2021, at age 89. Beloved husband of Sandy (Sandra McNicoll) for 64 years. Loving father of Howard, his wife Lynda; Pamela, her husband, Mark; Leslie, deceased in 2017, her husband, John. Grandchildren: Kyle, Blaire and Brandon; Heather, Derek and Tieghan, Bryan; Emma, Ben; Great-granddaughters: Elliott Leslie, Rylee Anne, Elodie Louise. Son of the late Eileen Oakley; sister, Gerry Crown and her husband, the late Clair Crown; brother-in-law, Jack McNicoll, deceased in 2020, and sister-in-law, Gail McNicoll. Nieces: Sam Pratt, Jill Wilson, Anne Cox; Nephews: John McNicoll and John Crown;
Bill was a gentleman with honesty, with a caring heart, with a busy family life, an avid reader, with artistic talents, a volunteer, a politician and always a good friend. He first enjoyed a long career in the financial services industry with Traders Group Limited and Guaranty Trust Company at 625 Church Street, Toronto. In 1963 Bill became involved in the Progressive Conservative Party, helping with many campaigns. Bill was the Member of Parliament in Don Valley East, 1984-1988 and then in Markham Whitchurch-Stouffville from 1988-1993. During his time serving in parliament, Bill was on the Finance Committee. He was involved with Soviet Jewry and he travelled to Russia many times. In 1993 Bill was appointed Parliamentary Secretary to the then Prime Minister of Canada, Kim Campbell. Bill was in the company of the Queen, the Queen Mother and many world leaders. Among his many conferences, Bill was in Paris for the '98 Expo submission by Canada. He was honoured to be Canada's representative at the United Nations where he presented a speech.
The family wishes to extend their gratitude to Dr. Lily Chen, the care workers, nursing staff, recreational staff and management at The Woodhaven LTC Home in Markham. We appreciate each person who was involved with Bill for his care and in giving Bill those happy greetings with some hand-holding moments. It was a long journey through twelve years with the needed health care required after a stroke in 2009. Special thanks to the gal pals who came to sit with Bill and even having the little dogs on his lap for friendship. Thanks to the guy pals who brightened up Bill's days. Each friend will recognize that it was yourself in this moment of gratitude. We enjoyed all of those special moments for Bill.
A cremation and a private family gathering will take place.
