Arthur was born in Los Angeles on September 28, 1945 to Gim and Ho Lew. He attended Cahuenga Elementary School, Virgil Junior High, and LA High School, where he was active in high school clubs including band, and he played on the football team. Art attended Cal State LA, but stopped to join the Navy where he spent four years as a corpsman and then returned to Cal State LA to finish his degree in Business Administration.

After graduation he worked in the Assessor's Office and was a reserve deputy for the LA County Sheriff. He graduated from Southwestern Law School in 1975, and maintained his job in the Assessor's Office. He became a Deputy District Attorney in 1978 working child support cases, then had a short stint as a public defender before returning to the D.A.'s office. In 1991 he was appointed to the Long Beach Municipal Court by Governor George Deukmejian. In 1994 Art was elevated to the Superior Court by Governor Pete Wilson. Although Art officially retired on October 15, 2014, he continued to serve as a judicial officer as a member of the Assigned Judges Program.

After being set up on a blind date by a mutual friend, Art married Diana at a church in Los Angeles on June 1, 1980. Daughter Deborah was born two years later and son Jeffrey two years after that.

In his free time Art enjoyed skiing, motorcycle riding, cycling, hockey, tennis, ballroom dancing, flying airplanes, tai chi, shooting, reading and photography. He completed a full marathon and multiple half marathons in addition to becoming an assistant pace leader for a marathon training group. His favorite foods included Diana's macaroni salad, fried chicken, watermelon, corn on the cob, oatmeal raisin cookies, and ice cream cake. Hawaii, Las Vegas and the California Coast were some of Art's most frequented vacation spots. Art was never without a cup of coffee.

Art was preceded in death by his mother, Ho; sister Susan; father Gim; brother-in-law Steve; father-in-law Richard; and brother Ken. Art is survived by his wife Diana; daughter Deborah; son Jeffrey; sisters Jean and Margie; mother-in-law Pearl; sisters-in-law Linda, Patty, Gabby and Jackie; brothers-in-law George, Ted, Tim and Kim; nephews Ronney (Carolyn), Daren (Kathy), Brandon, Bryan, Justin, Jarrett (Linda), Kevin and Kyle; nieces Kristina (Christoper), Tracey and Julia; great nephews Ryan, Bryce, Nolan, Evan and Liam; and great nieces Susan and Lily.
