Nancy was born on January 26, 1933. She grew up in Kingsville, Texas and married her high school sweetheart, Billy Payne, in 1950. They raised four children together. Nancy was an active member of the Kingsville Women's Club for many years, where she also served as President of that chapter. She was very proud of all the good work that was done and has always been an avid supporter. Nancy was very active in the South Texas District of the Texas Federation of Women's Clubs. Again serving on many committees, and as every one of the elected officers including two terms as President, 1990-92 and 1998-2000.
Nancy was elected to at least four different terms as a Trustee of the Historic Foundation, which is the Board entrusted with the up-keep of the historic home of the Texas Federation of Women's Clubs in Austin. She served several times as Secretary, and then as Chairman, in 2004. She served in many, many capacities in the State organization during her membership in this great organization. Nancy was a member of the Presidents' Council of Corpus Christi, the Woman's Monday Club, the Corpus Christi City Federation, and the Past District Presidents' Club serving as an officer in most of these groups.
