Judge Harvell was the most honorable and fair judge that I have ever had the honor and privilege to work with. He was consistently fair and respectful to all in his court and community. A great role model and mentor. He was always patient with the new officers with their testimony! He will never be forgotten.

Dear Barbara and Laura,
I send my deepest sympathy. Jim was an extraordinary judge and public benefactor as the messages here attest. I have been distressed over his loss because he was a dearest friend from the time of our meeting when we were herded together with others to be bused to a physical for the draft in 1959. I treasure the many memories of our times together--basic training at Ft. Knox, the National Guard, our trips to Mountain Lake, Carowinds, Nags Head, Washington by boat, and so many more. I regret that I have not been in close touch in recent years, but time has not dimmed my warm memories and affection I shall always hold for Jim.

To the Harvell Family; Please accept this day my sincerest condolences in the passing of this Great Honorable Man. If I may please allow me to share this with you all. I first met His Honor in the year 1981 at the age of 18, I had been hired by the late Police Chief George Austin as a police officer for the City of Newport News at that very young age. It was Judge Harvell privately in His chambers on a beautiful morning where I raised my right hand before him and swore my Oath as a Police Officer where He actually launched my career as a Law Enforcement Officer. I served more than just over 30 years in that career, retiring after 25 years as a Master State Trooper, having spent most of those years having my cases tried and heard before this Honorable Official. In my dreams of that better place, I have no doubt that when Judge Harvell's name was called by our Lord, his Soul stepped into the arms of that waiting Angel where He was carried to the Kingdom of the Most High to meet the Most Glorious Honorable Savior, His Majesty King Jesus. Today His Honor walks among many Honorable men and family that had long departed before Him. He has traded His black robe for a White Robe, adorned with a Golden Scarf so others in that Great Kingdom will know what an Honorable Soul He is.
Newport News has lost a Legend and a brick of Gold has been taken from the Scales of Justice here on Earth. Of all the Judges I stood before in my career, I cannot honestly say any were more Honorable, Faithful, Loyal, and Gallant, in Interpreting the Laws of this Commonwealth as Equally and Fairly as He did. Judge Harvell it was an Honor to have worked with you. You are a Monument to the Judicial System. The Lord spoke......."All Rise, The Honorable James Harvey Harvell III, your Court is Eternally adjourned" !! The Gavel fell and now His Honor walks the streets of Gold in His Heavenly Home for a well deserved Eternal Rest. Amen

Dear Barbara, Laura and Family: I was saddened to read of Jim's passing. It was my honor to have known him. I have fond memories of all of you while Laura attended Nelson School, and I was so fortunate, as principal, to have had your support while I was there.
Jim was a special person who left a lasting legacy. Prayers to all of you.
