Franny (Frank) was a cousin, but really a brother. He was the best I ever met at giving a good natured rubbing and joking around. He helped me develop that skill which has always served me well. Thank you Brother. Just the way Frank said brother made you feel special. My thoughts and prayers are with you all as you move forward, he will be missed. Just remember he has joined up with Sandy and many other loved ones.

Frank displayed a personality as large as life itself. Outgoing, gregarious and full of energy. He carried himself with unceasing confidence and determination. Knowledgeable and skillful on all aspects of the job, his work always reflected his care and professionalism.
A final salute to an original member of the Amtrak Police class of 1976. Rest in Peace.

My cousin Frank was a Brother to me and my family. When I was young, Frank, Sandy and their daughters visited us all the time on Shallcross Ave. He was a great guy and I am truly heart broken to hear this news. We always had great times at the Spence Family reunions. To Tina and Theresa, you sure had wonderful parents. Our thoughts and prayers are with you at this difficult time.
