Roberta "Bobbie" Carter, age 72, of Lancaster, passed away Wednesday, January 24, 2018 at Fairfield Medical Center after a long illness. Born June 16, 1945 in Columbus to the late Robert and Ella Mae (Williamson) Waugh. She was retired from Eastland Vocational School. Survived by her husband of 54 years, Jack L. Carter; son, Robert (Gwenna) Carter, Baltimore; grandchildren, Sam, Reagan, Makenna, and Riley Carter; and brother, Oshal (Linda) Waugh, Lancaster. Preceded in death by her son David Carter.
