I often worked with Bill on various projects at Systems Consultants, Ridgecrest, CA in the mid 1970's. A fine gentle man with a good sense of humor. My sincere condolences to Barbara and all other family members.

I first met Bill on a NASA assessment in 2007. I was pleasantly surprised that this quite man was likely the smartest man I ever knew on probabilistic risk analysis and his professional and quiet approach allowed him to gain the respect of the suppliers and help them improve. His sense of humor always lightened the mood in technically difficult situations.

I learned a lot from Bill. He will be missed. I cherish the times I had the privilege to learn from him and simply enjoy him as a friend.

As I think back, I have had a working relationship will Bill for over 30 years. Bill provided technical support to me and my NASA Staff for 20 years while we were both supporting projects at NASA Ames Research Center. In addition, Bill was one of the first people I sought to hire when I started Quality Assurance and Risk Management Services, and he has proven my decision to be one of my best. He loved what he did as an engineer, and we all appreciated his hard work. Bill will always be remembered as a real professional and contributor to the success of many NASA Life Science experiments and Space Projects. He was always energetic and enthusiastic about any new work. His last project for the Goddard Space Flight Center, earned him recognition as a member of an Exceptional Achievement Engineering Team in May for his recognition of engineering ingenuity/expertise and tireless dedication toward the development of the OSIRIS-Rex Camera Suite.
Bill was one of a kind and will be surely missed.
Our prayers and thoughts go out to the Marsh Family who should be so proud of him.

I worked with Bill on so many NASA supplier assessments from 2007-2010. Bill was an inspiration and he truly cared about the work. He was an expert in the field of reliability engineering and the suppliers (and I) always respected his knowledge in this area. When I was working with him he was around 80 and I just thought his energy and spirit were just amazing. Praying for Bill and his entire family. He was a wonderful man who will be missed.
