I'm very grateful to have known Phylis. She was always smiling, and genuinely concerned about the people she worked with. The Gang Crimes division could not have functioned without her. You will be missed Phylis, thanks for your friendship, Rest In Peace.

Phylis was the best.... when she retired from MPD she was irreplaceable, she always had a smile on her face and could do anything asked of her. She was top notch... May God Bless You and your family.

I am very sorry for your loss.
I was honored to work with Phylis at the Intelligence Division. She was an incredibly hard worker who had a great sense of humor and brought a smile to many faces when it was really needed. She spoke often and lovingly of her family and friends, especially her son and her sister whom she really enjoyed visiting with.

My sincere condolences to the Barker family during this time of sorrow.
I just wanted to say that I was saddened to hear that Phylis had past away recently. She was a very pleasant person to talk and work with. Phylis would always bring a smile all who knew and worked with her since she was a much loved person.
What her family and many others may not have known about Phylis:
She was an integral part of the Police Department who kept our units mission in order with her administrative skills. If it were not for Phylis, many officers over the years would not known if there was crisis at home or on the street, since cell phones and pager were limited in the early 90s.
Phylis provided us with much needed information when called upon as we patrolled the city. She along with others in the admin section were the command and control center of the unit functional ability. Her job was very stressful as she worked alone most of the time. I hope that Phylis was able to enjoy her off time away from her employment with her family and friends because she really deserved it.
Prior to my retirement I did see Phylis on occasions while on her smoke break outside the building and would stop and say hi to her. I did not matter whether it was a sunny or a frigid day as she needed those 10 minutes to relieve the stress placed on her.
May god bless you Phylis and your entire family as you journey into a new phase of your life. May you rest in peace and hopefully found that nice trout stream or river to fly fish at in the heavens.

My deepest sympathies on your loss. May God watch over you during this difficult time.
I will never forget how important Phylis was as our administrative assistant in the Milwaukee PD Gang/Intel squad. She was also my friend, confidant, older sister, and all around good person. RIP Phylis.
