Dear Sybil and Cline family,
We are so sorry to hear of Neil's passing. We all have fond memories of him at Aunt Gina's house in MA and in our travels through CA. He was a special man and will always be in our hearts.

Sybil I was very sad to hear and just learn of Neil's passing. It was an honor to have worked for him at OCWD .

Neil was a knight in shining armor, a person of pure heart and soul. He was the best father one could imagine, a gentle , giving human being. He saved me at a time I was lost and gave me hope to carry on with life and a future in the arts.

Dear Sybil, we are all so saddened by Neil's passing and deeply sorry for your loss. Our working group members are grateful for the expertise, wisdom, grace and humor Neil brought to our community wastewater efforts and valued his advice and persepective. He will be dearly missed by each of us and our entire community. We are all sending you our prayers and wishes for peace and comfort.
