My dearest Phil, no words can express how much of a loss it will be without you. All the love in my heart for you and your beautiful wife for all the times that you've opened your doors for me. May God bless you and keep you up there in heaven until we meet again.

Phil was one of the best people I had in my life. A mentor, a teacher, a friend. Everything wrapped up in 1! I wish I could be there to say goodbye as he was such a big part of my life from day 1 January 21, 2000. Thank you, Phil Stout for all you shared with me. I will miss you immensely! Phil was one of the first people we met when we came to Henderson in 1977; I was being interviewed for the City Manager position and he drove us around for a tour of the (small) town at that time. With his help we could see what a great future the City of Henderson would have. He was correct, and as a City Councilman he was a big part of making it what it is today. He will be missed.

Sad to hear the Phil is gone. He and Benay were my friends all these years. I hadn't seem him for a long time but remember him as a man who was lived life with gusto and spirit. We shared JayCees and politics back in the day when we and Las Vegas were young. My condolences to Benay and the family.
I also plan to be interned at the Boulder City Veterans Cemetery and my wife Ann will join me when our times come.
