I met Chico when he was a ShipsSup at NNSY. I in the ship yard's engineering department. I followed him around the world, on several hulls. In our private conversations I learned of his rise from enlisted to officer. Never before have I met a more humble, respectful, professional person, yet alone an officer. At his retirement he expressed to me how privileged he was to rise through the ranks and serve his country and fellow man.
You will be fondly missed my dear friend and I fully trust that those that remain behind will find comfort in the high marks you leave behind.

RIP, Shipmate! Chico was the CHENG while I was on the USS Nassau (LHA4). He was a great example for all of us LDOs to emulate, professional, courteous, took care of his troops and was a leader in every sense of the word. It was a privilege to serve with him. I'm sure he is now in God's loving hands and wish the Lord's peace and consolation to his family.

First of all I extend my condolences to the family. I served with Captain Pichardo when he was a Lieutenant on the USS Independence. His name would come to mind many times over the years since our service on the "Indy" and I have many fond memories which will remain with me always.
