Captain Jim Randall was, without a doubt, one of the most important and influential leaders in the history of the Torrance Police Department. He was a living example of the kind of professionalism that he, and a very few others like him, brought to the Department when it was needed the most, especially during the 1960's and 1970's. I know this because for 30 years, I was a beneficiary of his leadership during my own career at TPD. I say to all the current members of the Department, (and to all the people of Torrance), even if you never met him, be thankful that Captain Randall devoted his life to making the Torrance Police Department the professional organization that it proudly remains today. (And that includes a reference the police building itself, opened in February 1982, the design and construction of which he personally managed). He made a huge difference, for the better.

To Captain Randall's family and loved ones, my sincere condolences on his passing. I thank him and will never forget him. Rest in peace, Captain Randall, and thank you for your service.
